Position Overview

Under direction, performs responsible clerical and technical functions of a specialized nature relating to the operation of the Chief Clerk’s Office. Provides information and assistance by typing record processing and general office support functions. Provides administrative support for electronic database systems within the Chief Clerk’s Office.

Essential Functions

  • Types and maintains the public utility hearing notices, commission action letters andchecks/updates the weekly hearing docket. Maintains the Utility Company DatabaseSystem for all certificated companies for the Illinois Commerce Commission (ICC).Coordinates the yearly annual report mailing. Coordinates all recordings from theAdministrative Law Judge (ALJ) Division and distributes to the transcript company. Assist Manager with the scheduling of court reporters for commission meetings, public forums,oral arguments, policy sessions and hearings.
  • Prepares the Secretary of State Dissolution report, request certificates from Secretary ofState (SOS). Prepares letters to suspend/revoke certified companies based on data fromSOS for failure to file an annual report and/or pay franchise tax pursuant to PUA Section 5-204.Notify ICC staff of delinquent companies. Research all undeliverable mail.
  • Coordinates and reviews the processing of tariff filings and tariff communication, preparing appeal records filings to the court, preparing and serving Orders from Commission meetings.
  • Coordinates, prepares and schedules record retention functions of Chief Clerks Office, including microfilming and archiving with SOS.
  • Gathers, research, and compiles data (utilizing computer programs), for the preparation of reports (monthly, quarterly and annual) and information requested by the supervisor, the Chief Clerk’s Office or other interested parties.
  • Evaluates phone inquiries and screens calls determining importance and, when appropriate, refers to the supervisor or other agency staff. Greets and directs visitors for the Chief Clerk’s Office.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of high school.
  • Requires two (2) years of professional office experience in a regulated or regulatory industry.

Preferred Qualifications

  • Prefers the ability to communicate in English both orally and in writing, with knowledge of composition, grammar, spelling and punctuation.
  • Prefers extensive knowledge and experience of the personal computer and proficiency in Microsoft Office Suite and records management software.
  • Prefers knowledge of agency programs, policies, procedures, rules and regulations.
  • Prefers knowledge of office practices, procedures and programs.
  • Prefers knowledge of alpha numeric sequences.

General Functions of the Illinois Commerce Commission

The ICC regulates Illinois investor-owned electric, natural gas, telephone, water, and sewer companies. In addition, the Commission exercises authority over railroad safety and hazardous materials movement, towing companies operating in the Chicago area, and motor carrier insurance requirements.

 

The Commission is responsible under state law for ensuring that the citizens of Illinois receive safe, efficient, and reliable utility service at reasonable costs. The ICC must balance the consumers' needs against the financial needs of the utilities. In the continually changing utility environment, staff also recommend new ways to deal with a marketplace in transition, particularly in the telecommunications and electric sectors, where competition is reshaping the industry.
