Position Overview

THIS IS A DoIT DESIGNATED POSITION

Under administrative direction, the Public Service Administrator, Opt. 3 serves as unit manager, directs, manages and coordinates project teams supporting the development and maintenance of the data warehouse portfolio serving the analytical and reporting needs of the Illinois State Police (ISP). Responsible for development of all policies and procedures for effective data management. Formulates and implements efficient and secure procedures for data handling and analysis with attention to all technical aspects. Establish rules and procedures for data sharing with agency management and external stakeholders. Participates in long-range planning, establishment of goals and objectives, and assists with the identification of roadmaps for new technology. Travels to attend meetings and conferences.

Job Responsibilities

I.  40% Manages the data warehouse portfolio servicing the analytical and reporting needs of the Illinois State Police and the Department of Innovation & Technology (DolT). Oversees administration of the Oracle
OBIEE reporting package. Plans and schedules tasks, preparation and adherence to standards and policies, project team guidance, and successful implementation of tasks. Formulates and implements
efficient and secure procedures for data handling and analysis with attention to all technical aspects.

 

2. 35%  Serves as full line supervisor of the business intelligence/data warehouse team; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work perfonnance; reassigns
staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including
discharge; prepares and signs perfonnance evaluations; detennines and recommends staffing needs; reviews activity reports and makes certain proper cross-training to guarantee 24-hour application
availability. Monitors provisions of contractual agreements, ensuring all provisions are adhered to. Performs various administrative functions including interviews for vacant positions. Confers and jointly
establishes educational plans, training plans and assists with career development for each staff member.

 

3. 10%  Develops processes, policies, and standards related to the effective data management. Establishes rules and procedures for data sharing with agency management and external stakeholders. Ensures that policies and standards align with DolT and ISP level policies and standards.

 

4. 10% Represents the DoIT and [SP information services in long-range planning, participates in establishing goals and objectives, and assists with the identification of roadmaps for new technology. Provides
recommendations and advice to 1T management in areas of managerial concerns including budget, policy, project planning and status. Travels to attend meetings and conferences.


5. 5%  Performs other duties as required or assigned.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in computer science, information management or a related field
  2. Requires a minimum of three years of progressively responsible professional experience in a management information systems environment.

Knowledge, Skills, and Abilities

  • Requires strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Requires sound troubleshooting skills and the ability to analyze data logically.

Specialized Skills

  • Requires working knowledge of data analytics, business intelligence tool sets, and reporting packages such as Oracle OBIEE.
  • Requires working knowledge in relational databases, business objects, ETL frameworks, SQL Server, and Oracle DBMS.

Conditions of Employment
