Job Detail

 

The Department of Healthcare and Family Services (HFS) Division of Finance is seeking a very detail-oriented candidate for the position of Manager of the Subrecipient Single Audits and GATA Compliance Unit.  This position will manage the subrecipient audit review process; monitor receipt and distribution of subrecipient single audits to ensure agreements are executed timely and that close out packages are received, processed, and approved in a timely manner in compliance with federal and GATA requirements; review audit finds and approving corrective action plans in accordance with the GATA Audit Report Review Management System; serve as technical expert of HFS subrecipient audit procedures and OMB and GATA regulations; provide grant award information (funding letters) to the subrecipient and the subrecipient's CPA audit firm; and monitor and track all phases of the subrecipient audit requirement and correction actions.

Job Responsibilities

  • Serves as Manager in providing administrative oversight of Subrecipient Single Audits and Grant Accountablility and Transparency Act (GATA) Compliance Unit
  • Monitors receipt and distribution of subrecipient single audits to ensure agreements are executed timely and that close out packages are received, processed and approved in a timely manner in compliance with federal and GATA requirements
  • In accordance with the GATA Audit Report Management System, reviews audit findings and approves Correction Action Plans (CAP)
  • Serves as technical expert of HFS subrecipient audit procedures and Office of Management and Budget (OMB) and GATA requisitions
  • Provides grant award information (funding letters) to the subrecipient and the subrecipient's CPA audit firm
  • Monitors and tracks all phases of the subrecipient audit requirement and correction actions
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college, preferably with courses in accounting auditing, finance, business, or public administration
  • Requires prior experience equivalent to three years of professional administrative accounting experience in a public or business organization
  • Requires certification as a Certified Public Accountant

  • Requires extensive knowledge of agency programs and service objectives, activities, and operational systems
  • Requires extensive knowledge of agency policies and procedures
  • Requires ability to develop and manage a supportive agency program

  • Requires ability to develop and maintain cooperative working relationships
