Position Overview
The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as the Bureau of Home and Community Based Supports Statewide Medicaid Reimbursement Program Specialist responsible for ongoing monitoring and evaluation of the operation of the Medicaid Reimbursement Program as it pertains to the Home Services Program (HSP). This position will be responsible for maximizing federal revenue via Federal Financial Participation (FFP) funds, by ensuring accuracy of HSP claims for FFP funds and fixing rejected claims. The Division is seeking to hire a detail-oriented individual with strong communication and leadership skills to serve as the statewide Medicaid Reimbursement Program Specialist.
Essential Functions
- Serves as the Bureau of Home and Community Based Supports Statewide Medicaid Reimbursement Program Specialist responsible for ongoing monitoring and evaluation of the operation of the Medicaid Reimbursement Program as it pertains to the Home Services Program (HSP).
- Serves as liaison with the Department of Healthcare and Family Services, Department of Human Services (DHS) Staff, and internal and external resources to evaluate program, report on outcomes, and make recommendations and implement policy/procedural changes.
- Ensures best practices at both the field and central office level are used in the collection of required documentation needed to process Medicaid Reimbursement.
- Reviews federal and state regulations monitoring updates and changes that impact the Home Services Program as it relates to Medicaid Reimbursement.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
- Three (3) years of professional experience working with Federal and State policies, rules and procedures related to Medicaid waivers for a public or private organization.
- Three (3) years of professional experience analyzing measurable data and reporting on program outcomes and trends including making recommendations for implementing program efficiencies and process improvements.
- Two (2) years of professional experience reviewing requirements, policies, procedures to determine the impact on a program and making recommendations for changes and subsequent implementation for a public or private organization.
- Two (2) years of professional experience of developing and/or managing claim tracking systems such as Medicaid Reimbursement and researching new methods and avenues for enhancing claim processes.
- Two (2) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include state agency officials, the public, community service providers, legislators, employers, internal and external stakeholders, and employees.
- Two (2) years of professional experience in developing, reviewing, and preparing reports for a wide variety of audiences using a variety of accessible platforms, such as Access, Microsoft Word, Excel, and PowerPoint.
