Position Overview
The Department of Military Affairs is looking to hire a Military Administrative Specialist located in Springfield, IL. This position serves as the section’s budget analyst, responsible for management of the environmental budget, environmental data reporting, environmental project tracking and environmental database for the Department of Military Affairs and the Illinois Army National Guard. The Department of Military Affairs works with the members of the Illinois Air and Army National Guard. We welcome all interested applicants to apply.
Essential Functions
- Maintains books on multiple accounts and funding sites to ensure projects are obligated through correct State and Federal accounting program procedures.
- Serves as the primary coordinator and manager of the Financial Management Budget Tool (FMBT) activities.
- Responsible for the consolidation, analysis, and submission of the Installation Status Reporting (ISR) Services/Cost data to the Military Facility Administrator (ISR Manager).
- Works with NGIL-CFM-EV and NGIL-CFM-RM to develops and administer the State and Federal budgets within the Federal Planning, Programming, and Budgeting Execution System (PPBES).
- Develops project packages and manages the submissions to NGB for the procurement of NGB-level funding using the Status Tool for the Environmental Program (STEP).
- Responds to requests from State and Federal auditors and/or inspectors pertaining to budgetary, or accounting matters associated with NGIL-CFM-EV activities.
- Performs other duties as assigned or required, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of 4 years of college with course work in accounting, business administration, finance, or a related field in conjunction with one year of professional experience in technical accounting for a related field, or a master’s degree in a related field.
- Requires working knowledge of Microsoft Office Suite (e.g., Word, Excel, Outlook, Teams, PowerBI, Access, etc.)
- Requires working knowledge of State and Federal laws, regulations, and rules pertaining fiscal management.
- Requires the ability to effectively communicate with representatives of Military Affairs, the Illinois National Guard, contractors, environmental agencies, material suppliers, etc.
Preferred Qualifictions
- Prefers a working knowledge of Environmental Program Requirements (EPR), Environmental Quality Reports (EQR), Installation Status Reports (ISR), and Environmental Compliance Assessments (ECAS).
- Prefers a working knowledge of State and Federal laws, regulations, and rules pertaining environmental program management.
- Prefers the ability to prepare reports and maintain records in written and digital formats.
- Prefers the ability to establish accounting methods and techniques.
Conditions of Employment
- Requires active or retired (20 years) membership in the Illinois National Guard or retired (minimum 20 years) US Armed forces if last duty assignment was with the Illinois National Guard.
- Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.
- Requires limited travel within the normal workday hours.
- Requires the ability to lift and carry moderate-weight boxes, supplies, and equipment less than 60 lbs.
- Requires a valid driver’s license in the appropriate classification as required by law
