Position Overview - Military Executive Assistant - Deputy Director
The Department of Military Affairs is looking to hire a Military Executive Assistant – Deputy Director for the Construction/Facilities Management Office (CFMO), based at Camp Lincoln, Springfield, IL. This position, subject to management approval of the Assistant Adjutant General - Army serves as Deputy Director of Construction & Facilities Management Office (CFMO) and policy administrator exercising responsibility for the execution and implementation of statewide construction and facilities management policy for all Army National Guard (ARNG) facilities; manages the planning, programming and real property responsibilities for all ARNG facilities including construction, maintenance and facilities engineering and management programs; responsible for the technical and administrative development, coordination and execution of sustainment, restoration and modernization projects as well as major military construction and unspecified minor military construction for the enhancement of the Department of Military Affairs (DMA) facility readiness; Serves as spokesperson for the department to internal and external entities regarding DMA facilities construction and maintenance.
Essential Function
- Serves as Deputy Director and policy administrator. Exercises responsibility for the execution and implementation of the statewide policies and procedures for the Construction and Facilities Management Office (CFMO), and all proposed Army National Guard (ARNG) facilities.
- Supervises, directs, and evaluates subordinate staff.
- Serves as the directorate liaison to internal and external entities for the CFMO.
- Serves as spokesperson for the department to internal and external entities.
- Responsible for the technical and administrative development, coordination, and execution of sustainment, restoration, and modernization for maintenance & construction projects as well as major military construction and unspecified minor military construction for the enhancement of the
- Department of Military Affairs (DMA) facility readiness.
- In the absence of the Director of the CFMO, executes functions with complete and full authority. Ensures all plans comply with governing Federal, State, and local laws policies and regulations, while remaining in compliance with changing ARNG policies, procedures, and guidelines.
- Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, abilities, and a minimum of four years’ experience of a senior level supervisor or program manager; or mental development equivalent to completion of four years college.
- Requires a minimum of four years of documented assignment history demonstrating program management and administrative experience within the career field of construction and/or facilities management.
- Requires ability to interpret and implement departmental policies and procedures as well as State and Federal laws and regulations.
- Requires ability to establish and maintain successful working relationships with other employees, outside agencies, the public, and to deal tactfully with controversial problems or publicity.
- Requires understanding of military staffing principles, a thorough understanding of the Master Cooperative Agreement (MCA), Military Construction Cooperative Agreement (MCCA), and the ability to coordinate with the USPFO, State Procurement Office, Comptroller, and the GOR.
Preferred Qualifications
- Prefer four years of Administrative Supervision and Program Management within the field of construction and/or facilities management.
- Prefer two or more years of experience directly managing State or Federal funds and a detailed understanding of the State and Federal reimbursement processes.
Employment Condition
- Requires active or retired (minimum 20 years) membership in the Illinois National Guard or retired (minimum 20 years) US Armed Forces, if last active-duty assignment was with the Illinois National Guard.
- Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
