We are hiring a Motor Fuel Use Tax Section Manager (Public Service Administrator, Option 2) for our Alcohol, Tobacco, & Fuel Division located in Springfield IL. In addition to overseeing the day-to-day operations of the Motor Fuel Use Tax Section with a staff of approximately ten Revenue Tax Specialists, this position is responsible for assisting in the development of new and revised work procedures and utilizing knowledge of the International Fuel Tax Agreement (IFTA) to assist with testing, participate on project teams, and respond to questions from various stakeholders. Essential Functions

  • Under administrative direction, serves as the manager for the Motor Fuel Use Tax (MFUT) Section.
  • Serves as a full line supervisor.
  • Assists Division Manager in developing and implementing new and revised work procedures and forms, as approved by management.
  • Monitors work and ensures operational efficiency of subordinate staff.
  • Conducts in-depth analysis of unusual MFUT returns especially wherein the taxpayer claims a credit and/or refund.
  • Serves as a committee member for system upgrades, roll-out testing, special projects, and as a volunteer on IFTA standing committee.
  • Attends and participates in Division/Bureau staff meetings to keep apprised of any new and/or revised policies, operating procedures, legislation, etc.
  • Serves as the IFTA Manager for Illinois.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college preferably with coursework in accounting or finance.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a tax, finance, accounting or auditing role.

Preferred Qualifications

  • Four (4) years of experience working with current Illinois tax laws, specifically the International Fuel Tax Agreement or the Illinois Registration Plan.
  • Four (4) years of experience working with current tax accounting theory, principles, and practices.
  • Three (3) years of experience supervising staff (i.e., assigning work, approving time off, and evaluating performance).
  • Three (3) years of experience analyzing tax returns and documents and making independent decisions on complex cases.
  • Three (3) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
  • Three (3) years of experience communicating effectively at all organizational levels by organizing and presenting material both orally and in writing.
  • Three (3) years of experience preparing and maintaining complex statistical and informational reports.
  • Advanced proficiency with the GenTax, MyTax Illinois, or similar tax processing software.
  • Intermediate proficiency using Microsoft Excel or similar spreadsheet software.
  • Intermediate proficiency using Microsoft Word or similar word processing software.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
