Position Overview
The Illinois Department of Commerce & Economic Opportunity is looking to hire a Technical Assistance Division Manager for the Office of Employment and Training (OET) to support the implementation and continuous improvement of the workforce development programs in Illinois. The Technology Assistant manager works to develop and implement training and technical assistance strategies to support the workforce development system in Illinois. workforce, education and economic development grantees and other partners. The Technical Assistance manager provides executive management support to the Illinois Workforce Innovation Board and other workforce committees. The ideal candidate will also able be able to work with the OET management team to identify and operationalize best practices in serving populations experiencing barriers to employment using public and private funding at the federal state and local levels. Essential Functions
- Develops, implements, and oversees the training and technical assistance strategies for the DCEO Office of Employment and Training and the workforce, education and economic development grantees and other partners.
- Coordinates a statewide workforce professional development academy for workforce grantees and partners.
- Provides technical assistance and training support to the Illinois Workforce Innovation Board and the IWIB Committees.
- Supervises staff.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skills, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business, management, and public administration.
- Requires prior experience equivalent to four years (4) of progressively responsible administrative experience in a public or business organization, Workforce Investment Act, or Trade Programs.
Preferred Qualifications
- Prefers four (4) years of progressively responsible work experience in developing and administering programs under the Workforce Innovation and Opportunity Act or other federally funded workforce development programs.
- Prefers two (2) years of experience in the design, delivery, and implementation of professional development programs for staff.
- Prefers two (2) years of experience in the design, delivery, and implementation of technical assistance workshops for workforce grantees.
- Prefers two (2) years of experience in working with state or local workforce development boards.
- Prefers two (2) years of experience delivering public presentations in a variety of settings.
- Prefers two (2) years of experience evaluating and researching training options and best practices.
- Prefers intermediate experience in utilizing Microsoft Office Suite, Teams, and Web-based applications.
Conditions of Employment
- Requires ability to pass a background test.
- Requires possession of appropriate, valid driver’s license.
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
