Position Overview

The ISP FOIA Program Specialist is responsible for ensuring accurate and timely responses are provided to FOIA requests throughout the Department. We are looking for a hard-working and self-motivated paraprofessional staff who is interested in serving as a lead worker on our very busy FOIA team. We encourage all qualified applicants to apply!

Job Responsibilities

1. Serves as the FOIA Program Specialist regarding FOIA issues performing complex and specialized technical and paraprofessional functions for the Illinois State Police (ISP) Legal Office.
• Receives responses to FOIA requests from ISP employees as requested by the FOIA Officer.
• Reviews the documents for compliance with FOIA looking for exempt provisions and making redactions to documents as necessary.
• Prepares technical responses for approval of the FOIA Officer.
• Gathers additional information as needed and conducts limited legal research in order to thoroughly and accurately complete such FOIA responses.

2. Serves as an ISP FOIA liaison with the Office of the Attorney General, various circuit clerk's offices, and ISP employees.
• Explains rules, regulations, and procedures as well as ISP Directives.
• Coordinates the release of information where necessary ensuring compliance with state law as well as applicable privacy rights.

3. Serves as a Training Coordinator for the FOIA unit.
• Provides guidance and training to assigned staff.
• Advises immediate supervisor regarding additional training needs.
• Conducts training regarding proper ISP FOIA procedures, processes, rules, and regulations for ISP employees.

4. Provides general office management and support services to the Legal Office

• Duties include updating databases, opening, and distributing mail, answering phones, keyboarding, filing, photocopying, and editing correspondence and reports.
• Reviews correspondence for neatness, accuracy, and proper grammar, proofreads, edits or finalizes materials prepared by other staff.

5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of high school and two years of office experience.
  2. Requires extensive knowledge of composition, grammar, spelling and punctuation.
  3. Requires ability to follow oral or written instructions.

Knowledge, Skills, and Abilities

  1. Prefers one year of experience applying the principals of FOIA in a law enforcement environment.
  2. Prefers two years of experience applying the principals of FOIA.
  3. Prefers two years of experience providing administrative and/or clerical support in a law enforcement environment.
  4. Prefers three years of experience writing in a business or professional environment.
  5. Prefers three years of experience utilizing Microsoft Office products, including but not limited to Access.
  6. Prefers experience with answering phones and/or email in a business or professional environment.

Conditions of Employment
