POSITION SUMMARY

Central Management Services (CMS) is looking to hire an Office Specialist. The incumbent will be responsible for performing a variety of complex, specialized paraprofessional duties including, but not limited to answering phones, responding to inquiries, providing information concerning applicable programs, providing and clarifying program requirements and procedures, researching and determining program eligibility, directing individuals to appropriate State and Federal contacts, building, distributing, receiving, processing, and retaining program documents both manually and through our document automation software. In addition, the qualified candidate will be entering State and Federal program data into multiple platforms, approving, or denying program property requests, assisting with State and Federal program audits by gathering and presenting applicable data, conducting State and Federal Program Compliance Reviews, and developing, distributing, and participating in State and Federal program training and marketing. Travel is required. We welcome interested applicants who are technologically inclined and can help manage CMS operations inside this exciting and unique environment.

POSITION ESSENTIAL FUNCTIONS

  • Under general direction, performs complex, specialized paraprofessional/technical functions supporting the State Surplus program.
  • Performs complex, specialized paraprofessional/technical functions supporting the Law Enforcement Support Office (LESO) program and Illinois State Agency for Surplus Property (ILSASP - GSA) program statewide.
  • Serves as liaison to customers working with customer account information and updates.
  • Utilizes various office computer systems and machines in the performance of duties including copiers/scanners, fax machines, etc., necessary to complete the duties and tasks assigned.
  • Serves as designated lead worker.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALFICATIONS

  • Requires knowledge, skill, and mental development equivalent to two years of secretarial/business college and requires one year of office experience or completion of high school and three years of office experience or independent business experience.
  • Qualifying state employees, in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.

PREFERRED QUALIFICATIONS

  • Prefers one (1) + years of professional experience working with the State and Federal Surplus Property Eligibility & Compliance policies and procedures. 
  • Prefers one (1) + years of professional experience working with calendar applications including but not limited to, the Microsoft (MS) Office Professional Suite (Word, Excel, Access, etc.) and MS Outlook.
  • Prefers one (1) + years of professional experience working with Federal and State computer systems such as AMPS, RTD, FEPMIS, iNAP, FAM-Aut, Assetworks, GSAXcess, the iBid Sales System, and/or comparable computer systems.  
  • Prefers one (1) + years of professional experience working with cloud and web-based database software such as Customer Relationship Management (CRM), Asset Management Database, or other comparable systems.
  • Prefers one (1) + years of professional experience guiding, instructing, and training others.
  • Prefers one (1) + years of professional experience working with agency programs, rules, and regulations.

  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Requires the ability to travel.
