POSITION SUMMARY

Central Management Services' (CMS) Office of Finance and Management is looking for a self-motivated and knowledgeable candidate to fill the position of Operations Budget Analyst.  This position performs highly technical work in all areas of budgetary matters concerning the Department of Central Management Services.  A successful staff member will be able to navigate between multiple budget related issues throughout the year, while being able to represent CMS for all operational inquiries.  The position may require travel, and does require overtime.  If you enjoy a dynamic work environment and being involved all aspects of budget building, CMS encourages you to apply! 

POSITION ESSENTIAL FUNCTIONS

  • Under the general direction of the Budget Division Manager, serves as the Operations Budget Analyst, planning, executing, controlling, reviewing, and evaluating budgetary analysis for budget development and budget administration.
  • Performs critical budget development and budget administration duties.
  • Determines program needs and recommends fiscal year spending plans to meet budgetary needs and fiscal operations of agency bureaus in conjunction with agency management and bureau staff.
  • Serves as full line supervisor.
  • Analyzes, monitors, and makes recommendations related to the management of funds and expenditures to meet operational needs of CMS Bureaus.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in finance, accounting, or a related field.
  • Requires prior experience equivalent to three years of progressively responsible administrative (managerial) budgetary experience in a large public or business organization

PREFERRED QUALIFICATIONS

  • Prefers extensive knowledge of public accounting and budgetary planning and control.
  • Prefers extensive knowledge of operational systems including data management to perform budget analysis for budget development and monitoring purposes, such as enterprise resource planning (ERP) and Microsoft Excel and/or Access.
  • Prefers extensive knowledge of identifying budgetary issues and providing solutions to the issue.
  • Prefers three (3) years of professional experience developing, implementing, and evaluating new and revised methods, procedures, and performance standards. 
  • Prefers a bachelor’s degree in finance, accounting, economics, or a related field.
  • Prefers extensive knowledge of effective verbal/written communication skills and interpersonal skills.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires ability to travel occasionally in the performance of duties, with overnight stays as appropriate.
