The Department of Healthcare and Family Services is seeking an experienced and qualified professional to manage the Operations and Audit Compliance Unit for the Bureau of Contract Management in the Division of Medical Programs. The position will manage, plan, execute, evaluate, implement, and administer aspects of fiscal administration and audit functions for the bureau. The position will also establish operating policies, practices, and procedures. The ideal candidate should be a dynamic leader who is detail oriented and possess excellent communication skills, experience overseeing high dollar contracts and coordinating audits.

Essential Functions

  • Subject to management approval, serves as the Operations and Audit Compliance Manager by managing, planning, executing, evaluating, implementing, and administering all aspects of fiscal administration and audit functions for the Bureau of Contract Management
  • Manages all aspects of fiscal operations for the Bureau of Contract Management
  • Manages all aspects of Operations and Audit Compliance Unit for the Bureau
  • Serves as a full line supervisor
  • Serves as legislative liaison
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Five (5) or more years of professional experience overseeing high dollar contracts
  • Two (2) or more years of experience conducting or coordinating internal and/or external audits
  • Two (2) or more years of leadership experience in a public or private organization with multiple business functions
  • Two (2) or more years of professional experience interpreting and ensuring adherence to State, federal or local regulatory policy implementation
  • Two (2) or more years of professional experience delivering clear and concise communication for a variety of audiences, both verbally and in writing
  • Two (2) or more years of professional experience participating in the development and implementation of standard operating policies, procedures, performance standards and/or process improvements
  • Two (2) or more years of experience planning for future needs of personnel, space, equipment, supplies, and services within a business or public organization
  • Two (2) or more years of experience with computer applications such as Microsoft Office Word, Excel, Access and Outlook or comparable software

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
  • Requires the ability to maintain state supplied equipment (i.e.: laptop, cell phone)
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
