Position Overview

The Office of Fiscal Services is seeking to hire a position to serve as Overpayment Consultant. This position performs professional work in identifying, developing, and implementing collection programs for the Bureau of Collections.  This position is with the DESOP or (C-Code project) unit; maintains procedures for facets of the program; acts as liaison between the Family Community Resource Centers (FCRC) and assures compliance with Federal and State regulations; plans, organizes, and implements procedures for the identification, referral of grant and Supplemental Nutrition Assistance Program (SNAP); prepares small claims complaints; acts as the Bureau’s representative in overpayment proceedings; and as liaison travels to various offices to provide on-site assistance regarding overpayments and recovery activities.

Essential Functions

  • Serves as Overpayment Consultant.
  • Executes, controls, and implements policy and procedures to timely identify, establish, and recover the proper amount owed the State from SNAP and Cash Assistance overpayments received by Human Services clients.
  • Reviews and responds to cases referred by caseworkers/Bureau of Collections staff for recalculations.
  • Serves as liaison with the FCRC Financial Recovery Coordinators and the Bureau of Collections in identifying and referring all appropriate overpayment cases.
  • Initiates and prepares periodic reports regarding overpayment and administrative support activity in the designated areas.
  • Confers and makes recommendations to management staff regarding the appropriate referral of overpayment and administrative support accounts.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with course work in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization OR completion of an agency approved professional management training program.

Specialized Skills

  • Of the one (1) year of administrative experience, requires one (1) year of experience processing overpayments and maintaining accounts receivable working with tracking systems, such as the Accounts Receivable System, the Integrated Eligibility System, the Comptroller’s System and/or Federal Offset System.

Preferred Qualifications

  • One (1) year of experience processing overpayments and maintaining accounts receivable working with tracking systems, such as the Accounts Receivable System, the Integrated Eligibility System, the Comptroller’s System and/or Federal Offset System.
  • Three (3) years of professional experience conversing with clients on a high volume, daily basis regarding their overpayment accounts.
  • Three (3) years of professional experience working with Microsoft Office Suite.
  • Two (2) years of professional experience working with the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
  • Two (2) years of professional experience working with Federal regulations and Illinois laws, rules, and regulations.
  • Two (2) years of professional experience working with assistance programs, such as the Supplemental Nutrition Assistance Program (SNAP) and Cash Assistance programs.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
