Position Overview
The Legal Office at the Capital Development Board utilizes Paralegal Assistants to work under the supervision of CDB licensed attorneys to perform general paralegal support services and to assist with special projects, reports and research.
Essential Functions
- Serves as a paralegal assistant to the CDB Legal Office.
- Maintains files and electronic database for Interagency and Intergovernmental Agreements.
- Researches CDB files and meets with project representatives to ascertain the facts associated with disputes.
- Serves as primary contact for Illinois Department of Labor inquiries.
- Drafts basic contract documents for procurement of consultants and other special services.
- Serves as agency forms coordinator.
- Acts as liaison between CDB and buyers and sellers regarding land acquisition.
- Serves as back-up Freedom of Information Officer.
- Provides assistance and support for the Vendor Responsibility Program.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in such areas as legal, pre-legal, English, statistics or directly related coursework.
Preferred Qualifications
- Prefers two (2) years' experience in conducting legal research and drafting legal documents and correspondence.
- Prefers two (2) years' experience working with computer program applications and software packages including Microsoft Word, Excel, Power Point and legal research tools such as Lexis.
- Prefers one (1) year experience in construction law.
- Prefers one (1) year experience working with the Freedom of Information Act.
- Prefers one (1) year experience responding to subpoenas seeking documents and discovery requests.
- Prefers working knowledge to write in a clear and concise manner.
- Prefers working knowledge to organize and present statistical data.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires familiarity to applicable procurement requirements within the first six months of employment.

About the Agency:
The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental institutions and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state owned buildings spread over more than 100 million square feet of floor space.
