Position Overview
This position is responsible for performing all administrative personnel duties including benefit programs, payroll, timekeeping, attendance reports, and personnel transactions for designated organizational entities within the central offices. This position operates within a service environment and advises employees on benefits and departmental policies.
Essential Functions
- Provides the central point of contact for all administrative personnel functions for assigned areas within the central offices by advising employees on benefits and the policies that govern them.
- Provides orientation on departmental policies and benefits including the completion of all documentation required to process their payroll and insurance coverage.
- Administers personnel transactions, maintains personnel records, processes payrolls, and resolves discrepancies in a timely and accurate manner.
- Administers the multi-insurance program properly and in a timely manner to ensure adequate coverage.
- Provides timekeeping and attendance records, employment verifications, flexible work schedules, coordinates FMLA eligibility, and ensures comprehensive and accurate records are maintained and applicable policies and union contracts are adhered to.
- Monitors workers compensation cases and coordinates resulting medical leaves ensuring that adequate documentation is maintained and that employees are properly informed of rights, benefits, and responsibilities.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in Human Resources or Business Administration; OR completion of two years of college plus two years of experience processing employee transactions, assisting employees with benefit eligibility; processing payrolls; administering policies and benefit programs; maintaining personnel files; maintaining timekeeping records; using mainframe systems, software applications, or web-based programs; or a combination thereof; OR six years of experience processing employee transactions, assisting employees with benefit eligibility; processing payrolls; administering policies and benefit programs; maintaining personnel files; maintaining timekeeping records; using mainframe systems, software applications, or web-based programs; or a combination thereof.
Preferred Qualifications
- Working knowledge of Microsoft Office software, specifically Outlook, Word, and Excel.
- Experience using mainframe systems or web-based programs.
- Strong oral communication skills with the ability to make presentations to small groups.
- Strong written communication skills with the ability to compose professional emails, memos, and letters.
- Ability to organize and handle multiple functions in a fast-paced environment within given time constraints.
- Ability to interact with employees in a professional manner and assist them with employee benefits.
