Position Marketing Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking a Human Resources Specialist to serve as a Payroll Specialist. This position is responsible for performing critical payroll functions for the agency by processing various payroll transactions and providing professional assistance to both HR staff and IEMA-OHS managers. This position will also be tasked with handling confidential information relating to payroll issues and inquiries in an appropriate, professional manner. The ideal candidate for this position will showcase exemplary time management skills and will have experience adhering to payroll-related rules and procedures. Essential Functions
- Serves as Payroll Coordinator, providing technical support regarding statewide policies and procedures for payroll operations.
- Under general direction, serves in journey level professional capacity performing complex, specialized professional duties relating to transactions, benefits, and timekeeping functions for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS).
- Compiles and directs the preparation of reports.
- Conducts periodic audits of payroll records to ensure accuracy and compliance.
- Serves as the backup coordinator for timekeeping and benefits as required.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires two (2) years of professional human resources experience.
Specialized Skills
- Requires one (1) year of professional payroll experience for a state, federal, or private entity.
- Requires one (1) year of experience working with state or federal statutes and administrative rules related to personnel transactions, employer and employee responsibilities and rights, bargaining unit classifications and corresponding pay plans, collective bargaining contracts and guidelines derived therefrom.
Preferred Qualifications
- One (1) year of professional payroll experience for a state, federal, or private entity.
- One (1) year of experience working with state or federal statutes and administrative rules related to personnel transactions, employer and employee responsibilities and rights, bargaining unit classifications and corresponding pay plans, collective bargaining contracts and guidelines derived therefrom.
- One (1) year of professional experience independently processing payroll transactions.
- One (1) year of professional experience working in a state or federal government office.
- One (1) year of professional experience handling confidential information in an appropriate, professional manner.
Conditions of Employment
- Requires a criminal history check through the Illinois State Police.
- Requires the ability to use state-supplied equipment such as cellphone, laptop, etc.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
