POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Bureau of Personnel is seeking to hire a Staff Development Specialist to serve as the Personnel Integrity Training Specialist for the Personnel integrity Division. This position will provide a training program for CMS human resource personnel using innovative technology. The ideal candidate will be detail oriented, organized, creative, have great communication skills, and be willing to collaborate with cross-functional teams to provide high quality training statewide. The CMS Personnel Integrity Division is focused on a positive work culture through teamwork, collaboration, creativity, and innovation. POSITION ESSENTIAL FUNCTIONS

  • Under general supervision of the Assistant Deputy Director of Personnel Integrity, serves as the Personnel integrity Training Specialist.
  • Prepares training aids and written materials for instruction programs.
  • Cross trains, collaborates, and learns to assist and/or cover the other Staff Development Specialists or other trainers responsible for training programs within the Bureau of Personnel.
  • As the specialist responsible for Personnel Integrity Divisional training, conducts workshop registration, maintains attendance records, distributes training materials and information.
  • Answers inquiries regarding instruction programs, times, registration requirements, descriptive course content, and other related information.
  • Reviews and analyzes course and program evaluations, reporting, and conducts training gap analyses.
  • Performs other duties as required or assigned, which are reasonably within the scope of the enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college. Academic coursework should include quantitative measures (introductory statistics or business mathematics or social science analytical tools), educational methods, psychology of individuals, organizational or group behavior, labor relations, or equivalents.
  • Requires two years of professional experience in education or a related field.

PREFERRED QUALIFICATIONS

  • Prefers working knowledge of the use of behavioral competencies required to effectively facilitate learning and how to apply knowledge in the modern workplace in support of organizational goals.
  • Prefers three (3) years’ professional experience preparing training aids and written materials for hiring processes and assisting in the applications and usages of audio and visual training aids.
  • Prefers working knowledge in the use of video editing software to create and edit eLearning courses.
  • Prefers three (3) years’ professional training experience in instructor led, on-demand, and live webinar training.
  • Prefers working knowledge of using a learning management system.
  • Prefers an elementary knowledge of labor relations.
  • Prefers a professional training certification from an industry organization, such as SHRM-SCP (SHRM Certified Professional), CPTM (Certified Professional in Training Management), APTD (Associate Processional in Talent Development), or equivalent.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and training to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
