Position Overview:
This position is responsible for the accurate and timely processing of all benefits transactions for all district personnel. This position also provides support services to the area by assisting in the coordination of personnel documents to ensure verification of personnel transactions. This position assists in all aspects of the district's seasonal and temporary programs. This position is accountable for coordinating various stages of the district winter program and assure all required paperwork is completed and submitted to the central Bureau of Personnel Management in a timely manner to meet submission requirements and payroll deadlines. This position is backup to all payroll functions.
Essential Functions
- Administers the district's benefits program to ensure employees receive total entitlement.
- Maintains insurance and deferred compensation files for all eligible district employees; assists in maintenance of employee's personnel files.
- Coordinates seasonal and temporary hiring programs for the district and processes all required paperwork.
- Provides general administrative support functions and assists with the processing of personnel documents for all district employees as well as payroll.
- Coordinates and assists employees who qualify with the Department of Veterans’ Affairs On-The-Job Training Program.
- Enters insurance data into the Central Management Services (CMS) insurance database as allowed and provides direction to employees how to set up accounts for insurance.
- Verifies all leave slips entered into the district Timekeeping System (TKS) system.
- Verifies accuracy of all transaction documents as well as all internal and external administrative forms.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in public or business administration, human resources, research, communications, statistics, or accounting; OR completion of two years of college PLUS one year of related personnel experience; OR five years of related experience in public or business administration, human resources, research, communications, statistics, or accounting or a combination thereof.
Preferred Qualifications
- Knowledge of group insurance, personnel transactions and timekeeping.
- Ability to maintain harmonious relationships with employees, agency officials and the public.
- Ability to plan and direct efforts of employees and applicants for efficient accomplishment of insurance transactions and program objectives.
