Position Overview
The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Personnel Timekeeping Coordinator. Responsibilities include performing duties relating to employee timekeeping administration, such as monitoring and maintaining employee timekeeping data, reviewing timekeeping entries for accuracy, and resolving issues. This position provides a great opportunity for someone who has a strong knowledge of the Personnel Code and Rules, Pay Plan and collective bargaining agreements and is dedicated to ensuring compliance with federal regulations as pertains to human resources. The ideal candidate for this position will have experience reviewing, analyzing and correcting employee timekeeping records, utilizing Central Time & Attendance System (CTAS) and eTIME, and interpreting and explaining State of Illinois timekeeping rules, regulations, policies and procedures. Essential Functions
- Under direction, serves as a Personnel Timekeeping Coordinator for the Illinois Department of Employment Security (IDES)
- Serves as a Timekeeping Coordinator
- Monitors and reviews timekeeping records, reports, files and related personnel transactions to resolve and prevent timekeeping discrepancies
- Serves as a liaison and provides guidance and assistance to agency employees, including but not limited to other Human Resources (HR) staff and other interested parties regarding timekeeping and other HR related programs and services
- Prepares, maintains and stores a variety of timekeeping records, reports and other human resources logs, records and files
- Keeps abreast of any changes related to human resources program policies and procedures, including but not limited to changes to timekeeping and related personnel and/or payment transactions
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
- Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved agency training program
Specialized Skills
- Requires one (1) year of professional experience performing timekeeping administration functions utilizing the Central Time and Attendance System (CTAS) and eTime
- Requires one (1) year of professional experience in State of Illinois timekeeping processes
- Requires one (1) year of professional experience interpreting and applying State of Illinois Personnel Rules, Pay Plan, and collective bargaining agreements, including American Federation of State, County and Municipal Employees (AFSCME) collective bargaining agreements, to timekeeping entries
Preferred Qualifications
- One (1) year of professional experience performing timekeeping administration functions utilizing the Central Time and Attendance System (CTAS) and eTime or similar timekeeping systems
- One (1) year of professional experience in State of Illinois timekeeping processes or similar timekeeping processes
- One (1) year of professional experience interpreting and applying State of Illinois Personnel Rules, Pay Plan, and collective bargaining agreements, including American Federation of State, County and Municipal Employees (AFSCME) collective bargaining agreements, or similar personnel rules and collective bargaining agreements, to timekeeping entries
- One (1) year of professional experience analyzing, managing and verifying timekeeping records to ensure accuracy and compliance in the Central Time and Attendance System (CTAS) or similar systems
- Professional experience requiring organizational skills and the ability to multi-task
- One (1) year of professional experience communicating in oral and written form with both internal and external stakeholders for a public or private organization
Conditions of Employment
- Requires an Illinois State Police background check and self-disclosure of any criminal history.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires use of an agency supplied laptop.
- This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
