Position Overview
This position is accountable for assisting the Local Project Letting Manager in processing local public agency (LPA) plans, specifications, and estimates (PS&E) for inclusion on state and local lettings. This position executes the pre-letting preparation of federal assisted LPA transportation improvement projects, both on and off the federal-aid system.
Essential Functions
- Ensures all plans, specifications, and estimates (PS&E) requiring Federal Highway Administration (FHWA) review are forwarded promptly, and all difficulties are resolved at the local and district levels to obtain FHWA approval and ensure proper program directives are followed.
- Prepares the bid proposal documents and performs in-house coordination necessary to place improvements on the state lettings. This includes making any necessary corrections, as needed, to PS&E submittals with the district’s consent.
- Ensures that Day Labor, local-let Chicago, Cook County, and various other local-let projects are coordinated through the district offices, and that local public agencies (LPA) obtain federal authorization in an expeditious manner in accordance with established policies and procedures.
- Assists with technical duties necessary to formulate and publish the weekly Notice to Contractors Bulletin.
- Stays abreast on all state specifications, plus those pertinent only to LPA construction, various Equal Employment Opportunity (EEO) and Affirmative Action Plans in use throughout the state, interim specifications of various types, special provisions required for specific construction types and pay items.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum, PLUS five years of engineering experience; OR seven years of engineering experience.
Preferred Qualifications
- Effective project management skills for efficient accomplishment of program objectives.
- Experience with assembling and processing plans, specifications, and estimates (PS&E) documents.
- Strong oral and written communication skills.
Conditions of Employment
- Requires a valid driver’s license.
- Requires occasional statewide travel with overnight stays.
- Requires successful completion of a background screening.
