Position Overview
The Illinois Department of Transportation seeks to hire a Senior Public Service Administrator to serve as the Section Chief of Planning and Systems. The successful candidate will plan, develop, organize, control and manage the Illinois Pavement Condition Rating Survey and data to fulfill federal and state reporting mandates. This position oversees the publication of roadway, structure, and traffic data to conduct the Illinois Pavement Condition Rating Survey for consistent results throughout the state.
Essential Functions
- Subject to administrative approval, serves as the Section Chief of Panning and Systems for the Illinois Department of Transportation, providing strategic leadership and direction for all statewide roadway, structure, and traffic data programs. Plans, develops, organizes, and manages comprehensive data collection, analysis and reporting processes to ensure full compliance with federal and state performance-management requirements. Oversees the production and publication of roadway, structure, and traffic datasets, ensuring accuracy, consistency and uniform application of standards across all districts.
- Serves as full-line supervisor.
- Plans, develops, organizes, controls and manages the annual pavement survey condition data collection to ensure that all pavement condition data is accurate, verified, and representative of statewide system performance.
- Maintains the Illinois roadway classifications (functional classification and National Highway System- NHS) by ensuring all roadway and/or NHS classifications across the state are accurate, current, and consistent with federal guidelines.
- Prepares briefings and makes presentations to the Bureau Chief, Deputy Director, and Director of Planning and Programming on the rationale of the data and system performance.
- Performs other duties as required or assigned which are reasonably within the scope for the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in business, marketing, mathematics, statistics, public administration, or project management.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization researching, extracting, compiling, analyzing, and summarizing data, creating reports, reviewing and interpreting engineering data and utilizing analytical methods (e.g. statistical analysis, modeling, simulation), and performing transportation project programming.
Preferred Qualifications
- Prefers two years of experience utilizing Geographic Information Systems (GIS) (e.g., mapping road networks, analyzing traffic patterns, modeling infrastructure, or supporting planning and engineering decisions, etc.).
- Prefers three (3) years of supervisory experience.
- Prefers intermediate skill in utilizing Microsoft Word, PowerPoint, Outlook, and Excel.
- Prefers two (2) years of experience in planning, developing, and evaluating assigned programs to attain assigned objectives.
- Strong organizational skills and detail oriented with the ability to prioritize multiple tasks.
- Prefers two (2) years’ experience in organizing, developing, and planning group meetings including facilitating discussions and making presentations to various audiences.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Transportation’s discretion.
