Position Marketing Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMAOHS) is seeking a Preparedness Grant Analyst. This position organizes, plans, executes, controls, and evaluates homeland security and preparedness grant programs for the agency. This position also oversees grant budgets, submits required grant reports, analyzes program requirements, recommends policy changes, and gives grant presentations. The ideal candidate would have working knowledge regarding the grant administration of federal pass-through funds, grant budgeting and federal grant reporting requirements. Essential Functions

  • Serves as a Preparedness Grant Analyst for the Illinois Emergency Management Agency.
  • Develops, implements, and monitors grant program budgets in accordance with federal, state and agency requirements.
  • Prepares and submits required grant documentation and reporting and consults with federal cognizant agencies on grant programs as required by federal grant requirements.
  • Analyzes applicable federal and state statutes, regulations and grant policies and recommends modifications of agency policies and procedures to agency management based on new requirements
    and best practices.
  • Gives presentations on grant program requirements and administration.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Specialized Skills

  • Requires One (1) year of working knowledge regarding the grant administration of federal pass-through funds, grant budgeting and federal grant reporting requirements.

Preferred Qualifications

  • One (1) year of working knowledge regarding the grant administration of federal pass-through funds, grant budgeting and federal grant reporting requirements.
  • One (1) year professional experience administering Federal Grants.
  • One (1) year of professional experience working with Federal Emergency Management Agency (FEMA) grant requirements.
  • One (1) year professional experience writing Investment Justifications (IJ).
  • One (1) year of professional experience working with the Grant Accountability and Transparency Act (GATA).
  • One (1) year of professional experience reviewing financial reporting documents.
  • Three (3) years of professional experience with Microsoft programs (Excel, Word, OneDrive, Outlook).

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Ability to use agency supplied equipment (laptop, mobile phone, etc.).
  • A criminal history check through the Illinois State Police.
