Position Overview

 

This position assists in providing technical research and support services involved in professional services procurements of a non-architectural/engineering basis as well as intergovernmental (IGA) and interagency (IAA) agreements necessary to facilitate the completion of departmental goals and objectives.

Essential Functions

  • Develop and assist with a variety of procurement documents, including Requests for Quotation (RFQs), Basic Ordering Agreements (BOAs), and standalone contracts for small purchase requirements.
  • Assist in analyzing professional service procurement requirements and research to ensure the latest technologies and best practices are included.
  • Assist the unit personnel with written/oral recommendations proposing enhancements to procurement solicitation and contracts.
  • Assist in developing Requests for Proposals (RFP), Invitation for Bids (IFB), and contract documents necessary to execute procurements.
  • Assist unit personnel with initial drafts of procurement and contract documents to execute procurements for review and completion by senior unit personnel.
  • Assist in reviewing RFPs, IFBs, contracts and agreements to verify administrative compliance and technical/financial responsibility of offering vendors.
  • Assist unit personnel in retaining bid opening documents and prepare various procurement documents requiring electronic publication.
  • Assist unit personnel in creating new procurement files including electronic file management according to best business practices.
  • Enter relevant procurement-related information and documentation into the e-procurement system.
  • Perform duties in compliance with departmental safety rules. Perform all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Perform other duties and required or assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in public administration, business administration, procurement, supply chain management, or a related field, OR completion of two years of college PLUS one year of related experience in procurement processes, solicitation development, vendor evaluation, and compliance with public procurement regulations, OR five years of related experience in procurement processes, solicitation development, vendor evaluation, and compliance with public procurement regulations.

Preferred Qualifications

  • Familiarity with the Illinois Procurement Compiled Statutes (30 ILCS 500) and Illinois Administrative Code (44 Ill Adm. Code).
  • Experience with the e-procurement system BidBuy and/or contract tracking systems or databases.
  • Ability to conduct thorough research and analysis of vendor proposals, contract terms, and procurement needs to ensure accurate assessments and recommendations.
  • Strong writing skills for preparing procurement documentation such as Requests For Proposals (RFP), Invitation For Bids (IFBs), procurement justification, and award notices.
  • Ability to maintain harmonious relationships with employees, agency officials, and the public.
  • Ability to work independently and as part of a collaborative team across departments.
