Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Procurement Master Contract Release Manager. Under direction, this position will serve as Procurement Master Contract Release Manager. This position will manage, coordinate, and oversee statewide procurement processes for master contract releases by the Department and provide input to management in the development and implementation of new and revised methods and procedures regarding area of oversight. The position will confer with management and support staff to initiate the procurement of a wide variety of commodities and services utilizing CMS master contracts and the State’s e-procurement system, BidBuy. This position will also coordinate procurements with the Office of Contract Administration, Regional Business Managers, and Administrative Services staff, collaborating with vendors to complete all documentation for procurements. Finally, the position will receive, review, coordinate, and process statewide procurement requests, create procurement files, and assign purchase order numbers for all procurement office requests. Job Responsibilities

1. Serves as Procurement Master Contract Release Manager; manages, coordinates, and oversees statewide procurement processes for master contract releases by the Department, provides input to management in the development and implementation of new and revised methods and procedures regarding area of oversight

2. Receives, reviews, coordinates, and processes statewide procurement requests

3. Works with Department staff and outside vendors to identify purchasing activity with potential payment problems and develops or recommends appropriate action to resolve such problems

4. Tracks all procurement activities and reports to Manager(s) on procurement requests and activities

5. Conducts in-depth research and analysis of procurement-based support material for special assignments

6. Serves as timekeeper for assigned staff

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.

2. Requires one year of progressively responsible administrative experience in a public or business organization.

 

SPECIALIZED SKILLS: Of the previously noted one year of experience, requires experience preparing solicitation documents, conducting procurements in an e-Procurement system, evaluating bids and proposals, creating and executing contract documents, and processing and tracking a large number of procurements.

 

Preferred Qualifications

1. 1 year of professional experience preparing solicitation documents, conducting procurements in an e-Procurement system, evaluating bids and proposals, creating and executing contract documents, and processing and tracking a large number of procurements in a public or business organization

2. 1 year of experience exercising thorough knowledge of procurement operations, processes, and procedures in a public or private organization

3. 2 years of professional experience performing research and analysis in a public or business organization

4. 2 years of experience serving in a liaison capacity for a public or business organization

5. 2 years of experience in an office setting utilizing strong computer skills, particularly in Excel, and a working knowledge of other Microsoft Office products (Outlook and Word)
