Position Overview

Illinois Department of Commerce and Economic Opportunity (DCEO) Office of Financial Management (OFM) is seeking an experienced accounting supervisor to oversee accounting operations for several state and federally funded grant programs and oversee reconciliation activities for the Department. As a Program Accounting Manager (PSA) supervising 2 to 5 staff the ideal candidate will be well versed in Federal Uniform Guidance (2 CFR 200) and the state’s Grant Accountability and Transparency Act (GATA) and able to apply this knowledge when overseeing the issuance of hundreds of grant awards per fiscal year while maintaining general ledgers totaling more than $200 million. OFM needs an analytically focused and detail-oriented candidate who can complete complex financial reconciliations while meeting deadlines associated with state and federal reporting. Essential Functions

  • Serves as Program Accounting Manager.
  • Serves as full-line supervisor.
  • Manages the operations of the Reconciliations unit by preparing, developing and implementing policies and procedures.
  • Directs the preparation of sub-grant periodic and closeout/final financial status reports (FFSR) in accordance with federal and state guidelines by reviewing, evaluating and approving individual sub-grant closeouts/FFSR packages.
  • Responds to program staff and auditor questions and furnishes explanations and data related to administration of Accounting and Grant Systems.
  • Performs the function of journal entry posting to the general ledger for assigned activities such as indirect costs, IT costs, and audit costs based on system data or reports submitted by budget and audit.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in business or public administration, finance or accounting.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization in professional accounting.

Preferred Qualifications

  • Prefer three (3) or more years of experience in government accounting.
  • Prefer three (3) or more years of experience in grant administration.
  • Prefer one (1) or more years of supervisory experience.
  • Prefers a Master's Degree in Accounting or Business Administration.
  • Prefer intermediate level proficiency in Microsoft Excel or other spreadsheet software programs.
  • Prefer Certified Grants Management Specialist (CGMS) certification.
  • Prefer Certified Public Accountant (CPA) license.
  • Prefer one (1) or more years of experience with SAP accounting systems or other accounting software systems.
  • Prefer one (1) or more years of experience with Amplifund software or other grant management software systems.
  • Prefers advanced level proficiency utilizing Microsoft Access or similar database systems.

Conditions of Employment

  • Requires appropriate, valid driver’s license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
