Position Overview
This position is accountable for the planning and overall direction of the Project Implementation Unit in developing and implementing design standards, specifications, and special provisions relating to traffic control contracts, traffic commodity and equipment purchase specifications, traffic control device training, traffic signal modernization technology, and other programs affecting traffic operations.
Essential Functions
- Directs, supervises, motivates, coordinates, trains, and evaluates subordinate personnel to accomplish the goals established for the Project Implementation Unit and provides a high degree of service to the regions.
- Directs preparation of the Standard Specifications for Road and Bridge Construction and traffic commodity and equipment purchasing specifications.
- Directs and monitors the implementation of current traffic policies, procedures, and training to ensure that the department is providing the worker and motoring public with the best, most energy efficient, and operationally efficient traffic control services available with economy of installation and maintenance.
- Conducts annual traffic statewide meetings for the Bureau of Operations and traffic control device training for the Bureau of Local Roads and Streets Technology Transfer Program.
- Keeps abreast of district operational maintenance needs to ensure timely procurement of the most cost-effective materials and equipment.
- Directs the administration of Operations maintenance contracts to ensure all available funds are obligated in the most cost-effective manner.
- Represents the Bureau of Operations at various meetings and with external organizations having statewide and nationwide representation.
- Ensures that department personnel are trained on the operation of interconnected traffic signal systems.
- Provides guidance in the research and testing at the Illinois Center for Transportation as it relates to traffic signal interconnected systems as well as other traffic control devices.
- Ensures that agreements with local and private agencies provide for correct financial participation and are properly prepared and executed.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Eight years of experience in civil engineering including three years supervising staff and managing engineering functions.
Preferred Qualifications
- Extensive knowledge of the principles and practices of civil engineering with special emphasis on traffic engineering and the application of traffic control devices including knowledge of the Manual on Uniform Traffic Control Devices.
- Ability to develop and maintain cooperative relationships with departmental staff, local agencies, traffic industry organizations, and the public.
- Ability to interpret, develop, and enforce divisional, departmental, and bureau policies.
- Strong oral and written communication skills.

(See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
