POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) is seeking to hire a Project Manager to analyze and implement various projects, systems, policies, procedures, and program initiatives of the Bureau of Personnel. The ideal candidate will have experience in creating workflows including corresponding documentation and implementing change management. The ideal candidate for this position will be well organized and able to adapt to change in a collaborative, fast paced environment. The candidate will also need to be able to communicate effectively both orally and in writing with internal CMS staff, agency staff, and external government and private entities. POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Personnel Projects Administrator – Statewide Initiatives, serves as project manager for the Department of Central Management Services (CMS) Bureau of Personnel (BoP).
  • Manages and responds to inquiries, requests, and other information on behalf of the Bureau.
  • Establishes, creates, modifies, and rolls out effective systems, processes, and procedures to ensure BoP relevant information is accessible to all relevant parties.
  • Serves as an Executive and Confidential Assistant to the BoP Personnel Projects Administrator – Statewide Initiatives and the BoP Deputy Director.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years college.
  • Requires three years progressively responsible administrative experience in a public or private organization.

PREFERRED QUALIFICATIONS

  • Prefers two (2) years’ professional experience optimizing processes and implementing continuous improvement initiatives in a professional environment.
  • Prefers two (2) years’ professional experience overseeing a project from start to completion, managing schedules and timelines.
  • Prefers two (2) years’ professional experience in creating and documenting workflows including corresponding supporting documents such as training materials, change request forms, and detailed process plans.
  • Prefers two (2) years’ professional experience with change management implementation.
  • Prefers two (2) years’ professional experience with managing, analyzing, and reporting on statistical data.
  • Prefers extensive knowledge of generating reports utilizing word processing and spreadsheet software, such as database software, Microsoft Word, Excel, SharePoint, Google Docs, or similar to collate and present information and reports.
  • Prefers one (1) year of professional experience in a human resources environment.

CONDITIONS OF EMPLOYMENT

  • This position requires the applicant to pass a background check.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
