Job Responsibilities

Under administrative direction, serves as a project manager & user liaison for assigned technology projects in the deveopment of project plans & project schedules; summarizes highly technical complex concepts & tasks included in project charters into understandable terms.  Tracks projects, creates various reports; reviews & evaluates the progress of projects, updates action items to ensure the goals of leadership are being carried out.  Conducts in-depth management studies involving extensive technical reserach & analysis of operational performance related to projects & service delivery.  Provides State contract administration & vendor management support on assigned projects.  Travels in perormance of duties.

35%  1.  Serves as a project manager & user liaison for assigned technology projects.  

  • Provides project management support.
  • Serves as a resource in the development of project plans & project schedules by utilizing project management & business analysis techniques to translate & summarize highly technical complex concepts & tasks included in project charters into understandable terms.
  • Serves as a liaison to IT Governance to facilitate projects through the Governance process.
  • Reviews & analyzes status reports, project plans & operations project performance metrics for compliance & performance.
  • Communicates technical project metrics & audit results to Leadership.

30%  2.  Performs project & program management control functions for IT projects & programs.

  • Creates & tracks weekly status reports, project issues logs, action items & follow up log & project contact lists utlizing tools such as MS Project, MS Excel, MS word, Vision & the Enterprise Program Management (EPM) system.
  • Reviews & evaluates the progress of projects.
  • Updates action items to ensure the goals of Leaderhsip are being carried out.
  • Travels in performance of duties.

15%  3.  Conducts in-depth management studies involving extensive technical research & analysis of operational performance relative to projects & service delivery.

  • Develops statistical reports & performs quantitative & qualitative analysis on various projects.
  • Determines & advises on performance analysis results applicable to the studies.
  • Conducts & coordinates performance managenmet functions in the areas of work measurement, processing, production & utilization of resources.
  • Identifies, recommends & designs modifications to operational processes & procedures to ensure resources are effectively & efficiently utilized & are in alignment with strategic goals.

10%  4. Provides State contract administration & vendor management support on assigned projects.

5%  5.  Keeps abreast of new developments in the information technology field, maintains continual education by traveling to attend meetings, training sessions, seminars & conferences to increase familiarity with & maintain current on information technolgoy products, vendors, techniques & procedures.

5%  5.  Other duties as assigned or required.

Knowledge, Skills, and Abilities

  • Knowledge, skill & mental development equivalent to four (4) years of college with course work in computer science or directly related fields, supplemented by three (3) years of professional experience in a related Information Technology field.
  • Ability to effectively manage an agency program.
  • Ability to analyze problems & adopt an effective course of action.
  • Strong project management abilities, the ability to employ creative problem-solving techniques & understand available application development, information processing, data exchange & project management tools.
  • Working knowledge of presentation software & the ability to utlizie such to present information.

SPECIALIZED SKILLS:

  • Of the years of experience, 1-3 years of professional experience managing projects using Project Management techniques & processes.
  • Working knowledge of Microsoft Project or an equivalent project management tool.
  • PMP certification or formal training in Project Management.
