Position Overview
The Illinois Department of Financial and Professional Regulation (IDFPR) is seeking a candidate to serve as its next Budget Analyst. The candidate must have a strong fiscal background to evaluate the Department’s budget operation and help prepare the Department’s annual budget. Furthermore, the incumbent will play a key role in briefing Departmental staff on budget and financial-related matters and respond to budgeting inquiries from lawmakers and Governor’s Office of Management & Budget. The successful candidate will be proficient utilizing Microsoft Office (particularity excel) and must be willing to work mostly independently while contributing to the overall team cultural we cultivate here at IDFPR. Essential Functions
- Performs complex budgetary analysis for budget development and monitoring purposes for Department funds
- Organizes, plans and is responsible for the preparation of documentation of assigned funds of the Departments annual budget and submission to the Chief Financial Officer
- Reviews and evaluates budgetary planning operations with internal financial accounting operations, fee collection processing, revenue forecasting, and other related Department fiscal operations
- Advises and counsels the Secretary, Directors, and other Department staff on budget and financial related matters often of a sensitive and confidential nature
- Works with external auditors, internal auditors, and other applicable parties as assigned, to answer questions or explain records or the information provided in the GAAP packages or other financial reports.
- As directed by the Chief Financial Officer, completes, and provides financial reports for various external entities.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to (4) four years of college.
- Requires (3) three years of progressively responsible work experience in accounting, external auditing, budgetary planning and control, or public accounting.
Preferred Qualifications
- Prefers at least five years of progressively responsible work experience in accounting, external auditing, budgetary planning and control, or public accounting.
- Prefers at least five years of experience and intermediate proficiency using spreadsheets such as MS Excel or Google sheets.
- Prefers at least three years of experience working with laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
- Prefers a Bachelor’s Degree in accounting, finance, or similar.
Conditions of Employment
- Requires ability to travel infrequently.
- Requires ability to pass an Agency conducted background check.
- Requires the ability work overtime and hours outside your regular schedule including weekends.
