Position Overview

The purpose of this Personal Services Contract is to support the Illinois Department of Employment Security (IDES) in successfully transitioning from its legacy payroll and timekeeping systems to the state’s standardized Central Payroll System (CPS) and Central Time and Attendance System (CTAS)/eTime.

Essential Functions

  • Serves as a Payroll & Timekeeping Transition Consultant providing subject matter expertise in payroll and timekeeping system migration for the Illinois Department of Employment Security (IDES).
  • Support the transfer of historical payroll and timekeeping data from the agency’s legacy systems into the Central Payroll System (CPS), Central Time and Attendance System (CTAS) and web-based eTime. 
  • Perform hands-on data entry and system configuration by directly inputting information into CPS/CTAS mainframe screens and web-based eTime application, compiling and validating load files and testing and reviewing the data once loaded to ensure completeness and accuracy.
  • Assist in development of policies, procedures, training materials, and job aids relative to the new systems and related processes. 
  • Develop and tailor training materials and job aids for different user groups, including but not limited to agency staff, managers, timekeepers, and internal processes within Human Resources Division, Accounting Division, Payroll Unit and Office of the Budget. 
  • Provide support and assistance to IDES staff after go-live of the new systems. 
  • Enter data to process payroll transactions, answer questions, troubleshoot issues, assist HR and/or Payroll addressing questions from staff and managers and offer guidance and advice to ensure ongoing operations are sustainable.
  • Develop and test a new tool and process to capture and report time worked by grant program (previously called budget activity and function codes).
  • Participate in user testing of the new systems and processes. 
  • Identify errors areas of confusion and potential solutions to improve the systems’ functionality and user experience.
  • Other duties as assigned.

Minimum Qualifications

  •   It is a requirement of this position that you possess the knowledge, skill and mental development equivalent to completion of two (2) years of college.
  •    It is a requirement of this position that you possess two (2) years of experience using Central Time and Attendance System (CTAS)/eTime or Central Payroll System (CPS) or a similar payroll or timekeeping system within the last five (5) years. Experience must be in a staff capacity, not solely as a system user (e.g., not as an employee or manager using a system for personal timekeeping purposes).

Preferred Qualifications

  • Three (3) years of experience using the Illinois Department of Innovation & Technology’s Central Payroll System (CPS) to manage all aspects of payroll, including adding/removing employees, entering time and adjustments, validating entries, and generating/submitting payroll vouchers.
  • Three (3) years of experience using a mainframe or enterprise-level payroll system to manage all aspects of payroll, including adding/removing employees, entering time and adjustments, validating entries, and generating/submitting payroll vouchers.

(Examples include ADP Enterprise, Workday, Oracle PeopleSoft, CPS, etc.)

  • Three (3) years of experience of experience using the Central Time and Attendance System (CTAS) and/or eTime to manage employee time and attendance records for a government agency.
  • Three (3) years of experience of experience using a timekeeping system to manage or administer time and attendance functions for a government agency or large public-sector organization.

(Examples include Kronos, UKG Dimensions, ADP Time & Attendance, CTAS, eTime, etc.)

  • Working knowledge of data validation and quality assurance processes related to large-scale data migrations or system implementations, such as moving data from legacy systems into new enterprise applications.
  • One (1) year of experience using an enterprise-level financial or ERP system (e.g., SAP, Oracle PeopleSoft, Workday Finance) to perform functions such as budgeting, accounting, payroll processing or personnel administration.

Conditions of Employment

  • Requires an Illinois State Police background check and self-disclosure of any criminal history.
  • Requires use of an agency supplied laptop.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls.
