Position Overview

Under administrative direction of the Director of the Office of Strategy, Equity and Transformation (OSET), serves as a Performance Analyst.  Provides leadership, technical assistance and quality assurance in catalyzing and facilitating the implementation of performance management tools and techniques in program areas of DHS.  Serves as team leader on assigned projects in program areas. Provides technical assistance, guidance and training to planning and performance staff in program areas in development of performance indicators and objectives and evaluation of such. Coordinates DHS responses to issues related to Statewide Performance Review, Statewide Regulatory Review, the General Assembly, the Governor’s Office of Strategic Planning and/or Service Efforts and Accomplishment Reporting to the Comptroller’s Office.

Job Responsibilities

1.   Serves as a Performance Analyst in the Office of Strategy, Equity and Transformation, Department of Human Services (DHS).

 

2.   Participates in the development and production of agency planning documents mandated by Federal and State legislation and funding sources.

 

3.   Coordinates specific projects with OSET and program staff.

 

4.   Supports the planning, implementation, and performance measurement of specific short- and long-term projects that identify and address racial disparities and other inequities and that embed equity, racial justice, diversity and inclusion principles and values in DHS policies, programs, and practices.

 

5.   Interfaces with other department administrators to ensure coordination of program functions and development of new programs and procedures.

 

6.   Provides training, guidance, and technical expertise to program staff in preparation for performance reviews by DHS Executive staff.

 

7.   Prepares and coordinates official agency responses to inquiries, surveys, planning exercises and initiatives of the Governor’s Office, Statewide Performance and Regulator Review, the General Assembly, and the Office of the Comptroller utilizing SharePoint, The GOMB’s IPRS system, the Comptroller’s IOC system, spreadsheets, presentations, charts, and survey monkey.

 

8.   Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years college with course work in business or public administration.
  2. Requires three years progressively responsible administrative and project management experience in a public or private organization.

 

Specialized Skills:  Of the three years of required experience, requires three years of demonstrated, practical experience in the application of equity, racial justice, diversity, and inclusion principles in an organizational setting.

Knowledge, Skills, and Abilities

  • Requires advanced proficiency in the use of SharePoint, The GOMB’s IPRS system, the Comptroller’s IOC system, spreadsheets, presentations, charts, and survey monkey.
  • Requires ability to collect data including analysis and tracking, performance outcomes/measures and financial reporting and IT.
  • Requires extensive knowledge and understanding of racial justice, social justice, social equity, and community development principles.
