Position Overview

The Illinois State Police is accepting applications to fill a Human Resources Transactions/Classification Manager position. The ideal candidate will possess Human Resources management experience and extensive experience with personnel transactions, classifications and hiring processes. This position requires attention to detail and adaptability to changes. We are looking for a self-starter with excellent supervisory experience and interpersonal skills.

Job Responsibilities

Under administrative direction, serves as the Human Resources Transactions/Classifications Manager.

  • Organizes, plans and evaluates ISP sworn and code Human Resources programs and the ISP Classification Program. 

  • Serves in advisory capacity to the Director, First Deputy Director, Chiefs of Staff, Human Resource Bureau Chief, division heads; renders advice and/or interpretation of policy and statues as it relates to human resources. 

Serves as full line supervisor

  • Assigns and reviews work

  • Provides guidance and training to assigned staff

  • Counsels staff regarding work performance

  • Reassigns staff to meet day to day operating needs

  • Establishes annual goals and objectives

  • Approves time off

  • Adjusts first level grievances

  • Effectively recommends and imposes discipline, up to and including discharge

  • Prepares and signs performance evaluations

  • Recommends staffing needs

Plans, evaluates and executes the ISP classification and transaction processes.

    • Coordinating with division liaisons, recommends statewide policy and procedures.

    • Provides agency expertise in the planning and preparation of statewide reorganizations, layoff packets, agency requested geographical transfers and position exemption requests.

    • Coordinates with the Bureau Chief, CMS and the Civil Service Commission relating to the agency organizational structure and agency needs

Job Responsibilities (continued)

Reviews legislative proposals, policy drafts and legal changes recommending approval or amendments regarding human resources services.

      • Recommends departmental human resources policies and procedures.
      • Serves on various human resources related department-wide committees such as long­ range planning, revision and implementation of polices.
      • Participates in internal and external agency audits.
      • Responds to audit findings and prepares responses and reports to the Bureau Chief

Works closely with the Bureau Chief and the Office of Labor Relations on contract and grievance resolution issues

Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Requirements

1.            Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration.

2.            Requires prior experience equivalent to three (3) years progressively responsible administrative experience in a public or business organization.  Of the three (3) years, two (2) years of Human Resources management experience.

Preferred Qualifications

1. At least five (5) years of professional Human Resources Management experience.
2. At least five (5) years of experience with Personnel Transactions, Classifications, Personnel Code, Personnel Rules, Pay Plan, Merit Compensation Plan and the hiring process involving collective bargaining unit positions.
3. At least four (4) years of experience supervising clerical and support staff.
4. At least three (3) years of professional experience developing and implementing operating procedures preferably for a human resources office.
5. Three (3) years of professional experience leading change initiatives and performing quality assurance reviews, preferably in a Human Resources process.
6. Three (3) years of experience creating, processing, reviewing, and approving human resources paperwork in accordance with Personnel Policies preferably for the State of Illinois.
7. Three (3) years of experience reviewing human resource selection and recruitment processes related to hiring.
