Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Contracts Supervisor.  Under administrative direction, this position will provide oversight and direction to professional staff engaged in the development, review, analysis, and processing of contracts and will make final determinations regarding what contracts shall be consummated and whether a contract is in the best interest of the Department.  The position will also conduct financial analysis and account balancing to validate inputs to the annual contract spending plan and allocate funds across specific contract types.  This position provides a great opportunity for a motivated individual to help ensure that DCFS gets the most value for their contract dollars.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Job Responsibilities

1. As Contracts Supervisor, provides oversight and direction to professional staff engaged in the development, review, analysis, and processing of contracts

2. Serves as full line supervisor

3. Conducts financial analysis and accounting balancing to validate inputs to annual contract spending plan and to allocate funds across specific contract types

4. Provides direction to Department staff regarding the development of contractual arrangements and effective implementation of contract activities for purchase of care, grants, and other services

5. Oversees the development of contract fiscal policies, contract technical monitoring guidelines, draft rules, procedures, and training materials regarding various contracts and grants

6. Monitors to ensure timely entry of contract data to central database

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in business, accounting, economics, or a related area

2. Requires three years of progressively responsible administrative experience in a public or business organization

Preferred Qualification (In Order of Significance)

  1. 3 years of professional experience managing or conducting contract analysis and/or contract management in a public or business organization
  2. 3 years of experience supervising professional staff in a public or business organization
  3. 3 years of professional management experience in a public or business organization
  4. 3 years of professional experience conducting contract mediation for a public or business organization
  5. 3 years of professional experience conducting financial analysis and account balancing in a public or business organization

Conditions of Employment

1. Requires the ability to pass a background check

2. Requires possession of a valid driver’s license and ability to travel

3. Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable
