Job Responsibilities

Under general direction, directs applications staff engaged in the design, programming, implementation, maintenance of computer-based management information systems; provides technical analysis for all functions and phases of systems development; project manager responsible for directing the activities of the assigned system. Supervises staff engaged in providing a full spectrum of programming functions ranging from designing and development of large-scale systems to system support and enhancement of existing systems with a high-level of complexity; re-designs existing systems and business processes using state of- the-art hardware and software technology; provides consultation and technical assistance to agency management to ensure a cost-effective approach while maximizing agency program effectiveness. Travels in performance of duties.

  • Plans, organizes and directs the analysis, design, programming, implementation, and system support of computer-based management information systems; develops goals and objectives for the unit; establishes and implements operational policies and procedures; provides technical investigation and research for all functions and phases of systems development including systems analysis and design, testing of different technical approaches to solve complex problems, and the re-designing of existing computer systems and business processes, both internally and externally; consults with agency management on feasibility and effectiveness of alternatives for system changes.
  • Serves as Project Manager for large scale requests for application development; performs project management duties including request review, project documentation, project planning, assigning work tasks, monitoring complex and time-sensitive schedules, tracking testing reviews and planning and coordinating all training for unit staff.
  • Serves as working supervisor, assigns and reviews work, approves time off, provides guidance and training to assigned staff, counsels staff regarding work performance, prepares, completes and signs performance evaluations; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives.
  • Keeps abreast of new developments in the IT field; continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures applicable to unit activities; attends demonstrations and exhibitions related to assigned operations; travels when held off-site.
  • Evaluates technical advances for the assigned system, determines suitability for implementation, and recommends their acquisition to the administrator.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

Requires knowledge, skill and mental development equivalent to four years college with course work in computer science or directly related fields. Requires prior experience equivalent to three years of progressively responsible experience in a related Information Services field. A Bachelor's Degree in Computer Science or MIS is preferred. Requires extensive knowledge oflnformation Technology concepts, principles, theories and functions of computer systems, and the principles and techniques of information technology documentation; including system development life cycle (SDLC) processes. Requires extensive knowledge of methods, procedures and techniques of conducting feasibility studies for system conversions and enhancements. Requires developed verbal and written communication skills. Requires the ability to perform on-line and batch application development/support, to apply systems analysis methodologies in the development and preparation of general design, detail design, and program specifications documentation. Requires the ability to prepare and make presentations to large and small audiences. Requires a valid driver's license and the ability to travel. Requires the ability to utilize agency supplied material/equipment (e.g., cell-phone, laptop, etc.).

 

This position is subject to the Revolving Door provisions of the State Officials and Employees Ethics Act and Statement of Economic Interests filing as required by the Illinois Governmental Ethics Act.
