Position Overview

Serves as Finance Manager performing a wide range of key functions necessary to manage receipts, receivables, and financial reporting. Responsibilities include timely and accurately filing all required reports and ensuring receipts and receivables are properly posted. Prepares or reviews budget projections for existing programs, as well as for proposed programs Prepares or reviews cost of services provided to other state agencies and private sector commercial vendors and prepares billings and activity summary reports for submission to those entities. Oversees reports detailing expense for each vendor and prepare the final billing statements or refund vouchers Reviews and approves journal entries and Receipt Deposit Transmittals (RDTs).

Essential Functions

  • Performs technical accounting work in maintaining a complex, complete set of general account books consisting of ledgers, sub-ledgers, reconciliation statements and billing processes.
  • Serves as GAAP (Generally Accepted Accounting Principles) Coordinator to ensure all requested information is accurate and timely provided.
  • Review and approves all required reconciliations and quarterly reports to ensure they are prepared accurately and submitted timely.
  • Serves as a working supervisor.
  • Manages Agency-wide revenue and accounts receivable accounting, providing technical assistance to ISP Divisions.
  • Performs other duties as required or assigned which are reasonable within scope of duties enumerated above.

Minimum Qualifications

  • Requires completion of a Bachelors degree in Accounting or Finance.
  • Requires three (3) years of progressively responsible administrative experience in public or business organization.
  • Requires two (2) years of supervisory experience in a public or private sector environment.

Preferred Qualifications

  • Two (2) years of professional experience responding to audit findings for a public or private organization.
  • Two (2) years of professional experience working with both internal and external stakeholders, including auditors.
  • Two (2) years of professional experience working with audit theory, principles, methods and procedures and laws, rules, and regulations relative to accounting.
  • Two (2) years of professional experience working with receipts and receivables.

Conditions of Employment

  • Must successfully satisfy Illinois State Police background investigation.
  • Must pass Illinois State Police drug screening.
