Position Overview

 This role serves as the manager of the Payroll and Timekeeping section within the Office of Human Resources, overseeing the accurate and efficient administration of operations. The position involves establishing, refining, and implementing procedures to ensure compliance with Agency and State-wide Policies and Procedures, Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining contracts as they apply to time and pay. As a full-line supervisor, the manager provides strategic leadership to a team of payroll and timekeeping professionals, assigning tasks, monitoring progress, and conducting performance evaluations. This includes mentoring and developing staff to foster a high-performing and cohesive team. The role involves collaboration with internal divisions and the Labor office to address and resolve discrepancies or conflicts related to payroll transactions and timekeeping systems. The manager also serves as a key liaison to external auditors and stakeholders, ensuring transparency and compliance during reviews, inquiries, or audits.

Essential Functions

  • Serves as manager of the Payroll and Timekeeping Unit for the Illinois State Police (ISP), establishing and implementing policies and procedures for the complete administrative process of the programs.
  • Serves as a full-line supervisor, assigning and reviewing work of subordinate staff.
  • Directs and conducts management studies of payroll procedures which affect the operation and flow of information with all parties.
  • Resolves payroll discrepancies as reported by Central Management Services.
  • Trains Division Payroll Coordinators.
  • Performs other duties as assigned or required which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in finance or accounting.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience working in a payroll program.

Preferred Qualifications

  • Prefers three (3) years of experience with a payroll system calculating overtime, back pay, differentials, allowances, and supplemental pay.
  • Prefers three (3) years of experience using the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining contracts, departmental policies, and procedures.
  • Prefers three (3) years of supervisory experience.
  • Prefers two (2) years of experience using Microsoft Outlook, Word, and Excel.
  • Prefers two (2) years of experience using Central Payroll System, WAGE, Domain Name Request Area (DNRA) sworn timekeeping, Mobius and eTime systems for processing payroll.
