Position Overview
The Budget Manager in the Office of Finance Section, within the Office of the Director, is responsible for monitoring actual expenditures across assigned divisions and assessing alignment with established objectives. This position provides regular fiscal analysis and updates to agency leadership on each division’s financial status. The Budget Manager prepares, coordinates, and approves appropriation transfers between line items, ensuring compliance with agency and bureau requirements. The role includes training and guiding divisional fiscal liaisons on proper budgeting methodologies and leading budget workshops. Responsibilities also include initiating and maintaining communication regarding budget execution, analyzing divisional budget data, and developing justifications for proposed budgets. Additionally, this position assigns and reviews work, provides training and oversight to assigned staff, and prepares supplemental financial and programmatic data for legislative staff as needed.

Essential Functions
- Reviews spending plans for assigned divisions to ensure overall fundability and utilization of departmental fiscal resources to accomplish agency priorities.
- Prepares and revises budget instructions for assigned divisions to ensure compliance with Illinois State Police (ISP) and Office of Finance policies.
- Provides guidance, direction, and training to assigned divisional fiscal liaisons and cost center staff on budget execution.
- Formulates and disseminates summaries, analysis and explanations of budgetary information and recommendations to assist management in making budget decisions.
- Serves as a working supervisor.
- Prepares a portion of both House and Senate budget documents.
- Advises agency management on needed legislative transfers and supplemental appropriation requirements.
- Reviews a large variety of existing computerized management reports to upgrade as new methodologies are developed.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires a four-year college degree preferably with courses in accounting or finance at either the undergraduate or graduate level.
- Requires three (3) years of progressively responsible experience in a public or business organization.
- Requires two (2) years of progressive supervisory experience in a public or private sector environment.
Preferred Qualifications
- Prefers three (3) years of budgeting experience preparing budgetary information in a state agency or other similar organizations.
- Prefers two (2) years of experience preparing federal and/or state accounting procedures and forms.
- Prefers two (2) years of experience in preparing complex financial spreadsheets.
- Prefers two (2) years of experience interpreting proposed legislation to determine budget impact.
Conditions of Employment
