Job Responsibilities

Under general direction, serves as supervisor of the Quality Assurance service team while following industry standards and best practices. Provides quality assurance services for systems supported by the division. Establishes Standards and Department policies to comply with State of Illinois (SOI) auditing standards, NIST, FISMA, and ITIL which complement and reflect CISSP best practices. Monitors Service Desk tickets to analyze data and discover patterns and potential root cause issues through data analytics. Assists with and assigns tickets to the unit as appropriate. Serves as a working supervisor. Provides training and guidance of quality assurance standards to various units within the Division and tracks participation and compliance of IT Staff throughout the division. Travels to attend meetings, training and conferences.

 

Serves as supervisor of the Quality Assurance service team while following industry standards and best practices. Reviews, establishes, monitors required documentation of software development throughout the Systems Development Life Cycle (SDLC). Establishes standards and Department policies to comply with State of Illinois (SOI) auditing standards, NIST, FISMA, and ITIL which complement and reflect CISSP best practices. Monitors production release methods to ensure compliance with department policies. Provides reports and compliance statistics to upper management for Quality Assurance effectiveness. Develops KPI’s based on benchmarks from analysis on historical data using database management tools. Assists with internal/external audit events when directed or as necessary. Creates and tracks weekly status reports, utilizing tools such as MS Excel, MS Word, and Visio. Reviews and evaluates the progress of projects, updates action items to ensure the goals of Leadership are being carried out. Monitors Service Desk tickets to analyze data and discover patterns and potential root cause issues through data analytics. Participates in assigning tickets to the unit as necessary. Attends meetings representing the Division. Travels in the performance of duties.

  • Serves as a working supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; prepares and signs performance evaluations.
  • Oversees and manages quality assurance services for systems supported by the division. Prepares user and operational guidelines, operational manuals and system documentation. Performs necessary system analysis and prepares project and system documents to authenticate current system operations and planned and necessary application changes needed. Oversees and manages the performance of the quality management system, reviewing staff reports specific to system data, performance of quality operations against set standards and prepares reports to upper management. Performs tests and provide statistics using Quality process control tools.
  • Directs and participates in providing training and guidance of quality assurance standards to various units within the Division. Oversees participation and compliance of IT Staff throughout the division. Prepares and makes presentations to large and small audiences. Reviews and analyzes staff’s recommendations for corrective action plans specific to failure points and root cause issues. Directs and oversees staff in implementation of corrective action plans.
  • Attends formal training sessions to keep abreast of new developments in the Information Technology (IT) field; continues education by attending meetings, seminars and conferences to increase familiarity with and maintain current on IT products, systems and vendors to understand the latest technologies; travels when held offsite.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with course work in computer science or directly related fields. Requires three years experience in quality assurance and/or testing in a related information services field. Requires developed verbal and written communication skills. Requires experience with programs, policies, and business processes utilized including one-year experience in data processing operations. Requires ability to analyze problems and provide clear instructions on policies, technical changes, and data entry. Requires ability to prepare and make presentations to large and small audiences. Requires a valid driver’s license and the ability to travel. Requires the ability to utilize agency supplied material/equipment (e.g., cellphone, laptop, etc.).

 

Specialized Skills: Requires professional experience as outlined above in the following: relational database management tools, reporting tools, MS Office Suite, and MS Visio, SDLC, NIST, FISMA, CISSP and ITIL principles.
