The Illinois Office of the Comptroller is seeking applicants for the position of Systems Administration Trainer (Public Service Administrator).

 

The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all. 

Major Function

Under aministrative direction of the State Accounitng Systems Administration Manager (or similar role), develops and administers training for internal and external users for Statewide Accounting Management System (SAMS), Payroll, Retirement, Data Warehouse and other interfacing applications. The Public Service Administrator (PSA) reviews changes to these applications and collaborates with colleagues to develop training. The incumbent aligns training across Statewide Accounitng departments to ensure consistency and clarity, seeking out new ways to complete training using engaging and innovative ways. The PSA advises Office of Comptroller (IOC) directors and team leads in best practices and supports training development as appropriate.

Job Responsibilities

  • Design, develop, and deliver learning solutions for an adult learning group
    • Partner with system or functional Subject Matter Experts (SMEs) to understand the training needs and design learning solutions to meet those needs.
    • Collaborate on the preparation of training materials of State Accounting applications.
    • Edits and makes recommendations in material content and format training.
    • Conducts group training and/or one on one training sessions in both virtual and in-person settings.
    • Ensures ADA (Americans with Disabilities Act) guidelines are met.

 

  • Update training materials
    • Participate in system container release reviews and partners with SMEs to develop training content based on updates.
    • Reviews training materials for IOC applications and programs, including but not limited to: Statewide Accouniting Management System (SAMS), Payroll, Retirement, Data Warehouse and ther interfacing applications, as well as Commercial off the Shelf (COTS) products that support State Accounting operations.
    • Lead and partner with SMEs for scheduled QA of training documentation fro accuracy.

 

  • Maintain the IOC Learning Management System (LMS) content for State Accounting.
    • Creation and management of training materials.
    • Measure training effectiveness and provide recommendations for improvemennt.
    • Coordinate the preparation, testing, meetings and review of training programs with IOC colleagues and external agency users.
    • Develop and implement standard operating procedures and timeline for departmental use of LMS.
    • Acts as LMS Subject Matter Expert for State Accounting department.

 

  • Research new developments in training practices to apply current thinking and best practices, new technologies, and emerging innovations to see how they can leveraged. Advise directors, team leads, and system owners in best practices, IOC capabilities and new developments in training practices.

 

  • Develop alternate training formats to accomodate employee needs, disabilities and learning environments, as appropriate.

 

  • Assess information in the Help Desk tracking system and target training to proactively resolve issues or problems.

 

  • Performs other duties as required or assigned which are reasonably within the scope of the duties defined above.

Minimum Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with course work in adult learning in education, or training development.

 

  • Requires three (3) years of professional experience in a public or private organization including extensive PC use and experience in the preperation, presentation, and distribution of training materials or any equivalent combination of training and experience.

Preferred Qualifications

  • Prefers two (2) or more years of organizational change management experience.

 

  • Prefers experience conducting systems training to audiences and instructor-led/classroom style, webinar and remote environments.

Knowledge, Skills and Abilities

  • Requires experience coordinating, developing, and presenting systems training to an adult audience.
  • Requires the understanding and experience applying knowledge of the learning and change management differences between different generations in the workforce.
  • Requires knowledge of public and business administration, principles and practices.
  • Requires ability to express ideas clearly both orally and in writing.
  • Requires ability to develop and maintain satisfactory working relationships with others.
  • Requires ability to plan and prioritze complex projects from conception to conclusion, including identifying and resolving problems to ensure project accuracy and timelines.
  • Requires extensive knowledge of personal computers and software.
  • Requires ability to learn computers and software.
  • Requires ability to learn complex PC software functions.
  • Requires knowledge of Microsoft 365 applications.
  • Prefers working knowledge of audio and video editing software.
  • Prefers strong background in audult learning as well as knowledge of industry trends and best practices.
  • Prefers extensive knowledge of using e-learning software to create training courses.

This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
