The Department of Revenue is seeking to hire a supervisor of the Payroll, Benefits, and Timekeeping area of Human Resources. This position ensures timely, efficient, and accurate processing of payroll, benefits and timekeeping. The ideal candidate will be detail oriented, have strong organizational and customer service skills, and demonstrated leadership experience. Description of Duties and Essential Functions

  • Plans, administers, organizes, controls, evaluates and supervises the activities of staff engaged in the preparation, computation, and processing of payrolls, benefit plans and timekeeping processes
  • Evaluates, develops and recommends implementation of state-wide policies and procedures for payroll operations, benefit plans and timekeeping processes
  • Conducts special projects and studies for the HR Manager
  • Confers with managers and supervisors throughout agencies, Central Management Services, Comptroller’s Office, State Employees Retirement Systems, HR staff, Legislative staff and individual employees in response to inquiries relative to payroll processes, benefit plans and funds and timekeeping procedures
  • Meets and discusses State and IDOR policies and procedures with subordinate staff to ensure proper training in work procedures and practices
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications (In Order of Significance)

  • Prefers professional experience using Payroll systems (application software).
  • Prefers professional experience using Benefits and/or Timekeeping systems (application software).
  • Prefers experience managing an organization's Payroll function.
  • Prefers experience supervising staff.
  • Prefers experience evaluating, developing, and/or recommending implementation of policies and procedures.
  • Prefers proficiency using Microsoft Excel.
  • Prefers experience participating in and responding to audits.
  • Prefers experience managing multiple, complex projects simultaneously.
  • Prefers experience ensuring compliance with Collective Bargaining Agreements (CBA's).
  • Prefers a valid certification in Certified Payroll Professional (CPP), Fundamental Payroll Certification (FPC), or Society of Human Resource Management (SHRM).
