Essential Functions

•    Under direction, serves as a Payroll Analyst-Team A for the Department of Innovation & Technology (DoIT), performing highly complex and specialized duties relating to payroll functions for DoIT employees in assigned areas.
•    Initiates and prepares payroll vouchers for submission to the Comptroller’s Office for processing payroll warrants each pay period for verifying adherence to all pertinent policies, rules, standards, guidelines, and processing criteria.
•    Organizes and assists with preparing supplemental payrolls while maintaining all related records and audits documents to assure accuracy and validity of data reflecting payroll transactions.
•    Researches and compiles statistical data for special projects and reports, including the preparation of letters, memorandums, reports, graphs, etc., for supervisors, managers, employees, attorneys, auditors, etc.
•    Attends and participates in various internal/external meetings, seminars, etc., concerning payroll administration, i.e., deferred compensation, retirement, group insurance, vehicle income usage, software training, etc.
•    Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

•    Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
•    Requires one (1) year of professional experience, preferably in human resources.

Specialized Skills

•    Requires one (1) year of professional experience performing highly responsible, complex, and confidential payroll transactions for State of Illinois payroll processes, including calculations of temporary assignment pay, military pay, back wage claims, gross pay adjustments, salary adjustments, premium pay, separation payments, involuntary and voluntary deductions, garnishments, child support, tax exemptions, dock time, and direct deposit.
•    Requires one (1) year of professional experience interpreting and applying payroll rules, regulations, processes, and policies, including those outlined in the Personnel Code, Personnel Rules, Pay Plan, bargaining unit contracts, and collective bargaining agreements to ensure compliance in payroll administration.
•    Requires one (1) year of professional experience utilizing timekeeping and payroll-related systems, including Central Payroll System, Personnel Examination and Eligibility Records System (PEERS), Central Time and Attendance System (CTAS), and ePASS to process personnel transactions including promotions, transfers, demotions, suspensions, discharges, and separations.
•    Requires one (1) year of professional experience preparing letters, memorandums, reports, graphs, and payroll-related documentation using Microsoft Outlook, Microsoft Word, Microsoft Excel, Microsoft Access, and Mobius for supervisors, managers, employees, attorneys, and auditors.

Preferred Qualifications

•    One (1) year of professional experience performing highly responsible, complex, and confidential payroll transactions, including calculations of temporary assignment pay, military pay, back wage claims, gross pay adjustments, salary adjustments, premium pay, separation payments, involuntary and voluntary deductions, garnishments, child support, tax exemptions, dock time, direct deposit, or other similar transactions.
•    One (1) year of professional experience interpreting and applying payroll rules, regulations, processes, and policies, including those outlined in the Personnel Code, Personnel Rules, Pay Plan, bargaining unit contracts, collective bargaining agreements, or similar policies/procedures to ensure compliance in payroll administration.
•    One (1) year of professional experience utilizing timekeeping and payroll-related systems, including Central Payroll System, Personnel Examination and Eligibility Records System (PEERS), Central Time and Attendance System (CTAS), ePASS or similar payroll or timekeeping systems to process personnel transactions including promotions, transfers, demotions, suspensions, discharges, and separations.
•    One (1) year of professional experience preparing letters, memorandums, reports, graphs, and payroll-related documentation using Microsoft Outlook, Microsoft Word, Microsoft Excel, Microsoft Access, and Mobius for supervisors, managers, employees, attorneys, and auditors.
•    One (1) year of professional experience working with a high volume of payroll and personal information by organizing data into categories, maintaining comprehensive databases, and verifying accuracy and validity of payroll transactions through systematic auditing methods.
•    Ability to analyze complex payroll and HR-related issues, evaluating potential solutions, and implementing effective courses of action to resolve employee payroll discrepancies, compliance concerns, and personal transaction challenges in accordance with state and federal regulations.
•    Developed verbal and written communication skills to clearly convey complex payroll policies, compliance requirements, and personnel procedures to diverse stakeholders, including executives, managers, employees, and external auditors.
•    Ability to use standard formulas and calculations to produce measures and reports reflecting payroll and personnel data characteristic, such as salary adjustments, overtime computations, deduction reconciliations, and statistical summaries for HR and payroll analysis.
•    Ability to establish and maintain cooperative working relationships with staff, managers, executives, and external stakeholders, fostering collaboration in resolving sensitive payroll or HR issues and supporting People Operations/HR team members.
