Essential Functions

⦁    Under general direction, serves as a Payroll Specialist for Team B providing complex, specialized, professional payroll functions for the Department of Innovation & Technology (DoIT).
⦁    Provides technical support regarding statewide policies and procedures for payroll operations.
⦁    Serves as designated lead worker.
⦁    Researches, compiles, and directs the preparation of reporting relating to payroll processes.
⦁    Confers with managers and supervisors throughout DoIT, IOC, State Employees Retirement Systems (SERS), People Operations staff, legislative staff, and individual employees in response to inquiries relative to payroll processes.
⦁    Conducts periodic audits of payroll records to ensure compliance.
⦁    Trains new Team B payroll staff on the Central Payroll System and in the implementation of the new laws, procedures, rules, or regulations (i.e., furlough).
⦁    Performs research studies and special projects for various personnel issues for the Payroll Manager, frequently of a highly sensitive and confidential nature.
⦁    Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
 

Minimum Qualifications

  •  Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
  •  Requires two (2) years of professional human resources experience.
     

Specialized Skills

  •     Requires two (2) years of professional experience with processing complex payroll transactions such as pay calculations, tax exemptions, deductions, and adjustments.
  •     Requires two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Illinois Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining agreements to payroll functions to ensure compliance and timely payroll processing.
  •     Requires two (2) years of professional experience utilizing payroll and timekeeping systems such as Central Payroll System (CPS), Personnel Examination and Eligibility Records System (PEERS), Central Time and Attendance System (CTAS), and ePASS to verify payroll data, analyze entries, and ensure accurate processing of payroll transactions.
  •     Requires two (2) years of professional experience interpreting and applying state and federal payroll regulations as they relate to payroll processing including tax laws, garnishment processes, and wage and hour laws.
     

Preferred Qualifications

  •     Two (2) years of professional experience with processing complex payroll transactions such as pay calculations, tax exemptions, deductions, and adjustments.
  •     Two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining agreements, or similar systems, to payroll functions to ensure compliance and timely payroll processing.
  •     Two (2) years of professional experience utilizing payroll and timekeeping systems such as Central Payroll System (CPS), Personnel Examination and Eligibility Records System (PEERS),Central Time and Attendance System (CTAS), and ePASS, or similar systems to verify payroll data, analyze entries, and ensure accurate processing of payroll transactions.
  •     Two (2) years of professional experience interpreting and applying state and federal payroll regulations as they relate to payroll processing including tax laws, garnishment processes, and wage and hour laws.
  •     Two (2) years of professional experience preparing payroll reports, composing correspondence, and analyzing payroll data utilizing Microsoft Outlook, Microsoft Word, Microsoft Excel, Microsoft Access, and Mobius ensuring grammatical correctness and accuracy of data. 
  •     Ability to effectively gather, solicit and analyze relevant payroll related information and data from stakeholders to support decision-making and problem solving.
  •     Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  •     Developed verbal and written communication skills to present technical information to others with clarity and precision.
