Essential Functions

⦁    Subject to management approval, serves as the People Services Director for the Department of Innovation & Technology (DoIT), developing, establishing, and implementing agency policies, procedures, rules, and regulations for the Department’s People Services Program which includes People Services Compliance, Classification, personnel transactions, and vacancy/headcount operations.
⦁    Serves as an advisor to the Chief People Officer and organizational leaders, conferring and advising the CPO on division activities, operations and services, special projects, and issues which may be sensitive and confidential in nature.
⦁    Through subordinate supervisors, directs staff engaged in People Services Compliance, Classification, personnel transactions, and vacancy/headcount operations.
⦁    Serves as a full line supervisor.
⦁    Develops and maintains effective relationships with Division Administrators throughout the Agency including receiving updates of activities, problems, and operations from staff, researching problem areas, and providing results of research to the CPO for action and problem resolution.
⦁    Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
 

Minimum Qualifications

⦁    Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in Business or Public Administration.
⦁    Requires four (4) years of progressively responsible administrative experience in People Operations/Human Resources Administration in a public or business organization.
⦁    Requires three (3) years of professional experience supervising professional human resources/people operations staff. 
 

Preferred Qualifications

⦁    Five (5) or more years of managerial human resources/people operations experience in a public or business organization.
⦁    Five (5) or more years of experience ensuring compliance with statutory and state regulations and policies.
⦁    Five (5) years of experience utilizing and interpreting the State of Illinois Personnel Code, Personnel Rules, Pay Plan, Classification Plan, Collective Bargaining Agreements (CBAs), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), relevant laws, and regulations, or similar.
⦁    Three (3) years of experience developing, implementing, and evaluating employee-related policies and procedures for a large professional organization.
⦁    Three (3) years of experience working with internal and external auditors.
⦁    Three (3) years of professional experience serving as a trusted advisor to organizational managers and leaders.
⦁    Extensive knowledge with Microsoft Office Suite and ability to use personnel related computer systems, software, and templates.
⦁    Ability to analyze administrative problems and adopt an effective course of action.
⦁    Ability to gain and maintain effective working relationships.
⦁    Demonstrated verbal and written communication skills.

Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Term Appointment:
