Position Overview
Under general direction, develops, designs, and conducts technical planning and analytical studies of agency wide scientific research projects in the field of perinatal health concerning birth defects and other adverse pregnancy outcomes. Using scientific approaches, performs and coordinates investigations and specialized surveillance activities statewide using data from the Illinois Adverse Pregnancy Outcomes Reporting System (APORS) and other available databases from other institutions or agencies. Designs management systems and organizational structures; implements new systems and structures; develops and implements public policy and linkages of department programs; evaluates operations of the program. Formulates and guides the technical aspects of perinatal program studies of major importance to agency programs and operations. Must exercise considerable originality to adapt and expand existing techniques to develop solutions to important questions. Maintains extensive personal contacts both within and outside the agency. Assists Department Staff in the use of APORS data and research findings in planning and program development. Serves as Perinatal Data Manager.

Essential Functions
- Develops, designs, implements, and independently conducts analytical studies of agency-wide scientific research projects using the Illinois Adverse Pregnancy Outcomes Reporting System database.
- Serves as the perinatal data manager preparing reports, studies, and scientific publications.
- Responsible for project reports being presented in a comprehensive, professional, scientific form that can be understood by agency management.
- Determines priorities and completion dates for perinatal health projects.
- Represents the agency at executive meetings to report on the status and development of specific perinatal projects or to provide advice on any developmental problems that may require executive action.
- Monitors study project development phases and researches policy questions that may arise during a project’s development.
- Evaluates findings and recommends revisions to improve existing operations or administrative procedures and agency programs.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services.
Preferred Qualifications
- Bachelor’s degree with courses in public health, epidemiology, health information management, nursing, or medical science.
- Three (3) years of administrative experience in a health outcomes registry.
- One (1) year experience in the use of the ICD-9-CM and ICD-10-CM coding system.
- Three (3) years of experience exercising initiative and resourcefulness in the development and completion of complex work projects.
- One (1) year working experience in Microsoft Software products including Word, Excel, PowerPoint and Access.
