Position Overview:

The Department of Healthcare and Family Services is seeking a professional and results oriented individual to serve as the Division Administrator over Personnel and Administrative Services. This position provides a great opportunity for someone who is passionate about personnel management and interested in being a leader in fast paced environment. This position will oversee a management team responsible for the main Personnel office, Labor Relations & Training, EEO/ADA office, and Administrative Services. This position will establish and implement policies, standards, and procedural guidelines for operations throughout the agency.  Will collaborate with executive staff to ensure adequate staffing, consistent corrective actions, staff development, agency recruitment, and admin services support. The ideal candidate for this position will have excellent communication skills and strong leadership skills. Must be able to set boundaries and prioritize effectively, including making decisions that may require declining requests or suggestions, that are not in alignment with organizational goals, rules, or policies. Essential Functions

  • Serves as Administrator of the Division of Personnel & Administrative Services
  • Serves as full line supervisor
  • Establishes and implements policies, standards, and procedural guidelines for operations carried out through the bureaus and sections within the division
  • Develops working relationships with agency managers, Central Management Services (CMS) staff, governmental officials, and outside sources to facilitate the operations of the division
  • Represents the agency as labor relations spokesperson and monitors employee and labor relations training programs
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college preferably with
    courses in business or public administration
  • Requires experience equivalent to four years of progressively responsible human resources experience in a public or
    business organization

Preferred Qualifications

  • Five (5) years of professional experience working with human resources rules, regulations, and procedures
  • Two (2) years of professional experience utilizing an online HR platform, such SuccessFactors
  • Four (4) years of professional experience implementing personnel rules, regulations, and procedures
  • Four (4) years of experience of experience supervising staff in a human resources setting
  • Five (5) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism
  • Five (5) years of professional experience providing advice and counsel to senior management regarding personnel issues
  • Five (5) years of professional experience communicating with both internal and external stakeholders verbally and in writing regarding human resources matters
  • Five (5) years of professional experience working with multiple collective bargaining unit agreements

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • Requires the ability to work outside of normal business hours
  • Requires the ability to utilize and maintain state issued equipment such as laptop and cell phone
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including
    scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
