Position Overview

The Illinois Department of Human Services (IDHS) Division of Early Childhood (DEC) is seeking to hire an energetic and detail-oriented manager to oversee the operations of the Department of Human Services, Human Resources Bureau, Personnel Transactions Staff Analysis Unit within the HR Bureau in the Chief of Staff’s Office.  The manager plans, develops, directs and implements operation of staff in the Personnel Transactions Staff Analysis Unit engaging in Department of Human Services (DHS) and DEC personnel processes and procedures, personnel tracking system/database and related documentation filing system regarding personnel and transactions to promote compliance with state and federal requirements as well as advance equity, racial justice, inclusion, and diversity.  The manager will oversee confidential, sensitive, and/or controversial inquires and/or issues to resolve in a professional and an effective and efficient manner, which includes, but is not limited to, increase/decrease salary action, promotions, transfers, demotions, discharges, suspensions, posting of vacancies, and performance reports and insurance program participations.  Additionally, the manager will create and implement cutting-edge professional development and training plans for DEC supervisors and staff. The Division of Early Childhood is one of six divisions within the Illinois Department of Human Services. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within DHS. The DEC vision is for Illinois’ young children and families to have the supports they need to achieve their full potential.  The DEC mission is to enhance access to programs and services that support whole child development. Essential Functions

  • Serves as the Manager of the Personnel Transactions Staff Analysis Unit within the Bureau of Human Resources in the Division of Early Childhood’s Chief of Staff Office.

  • Develops and disseminates informational and cutting-edge training materials for the Division.

  • Serves as full-line supervisor.

  • Responds to audit inquires and plans, controls, and manages bureau’s involvement with special surveys and/or analytical studies regarding Division’s personnel processes and procedures.

  • Serves as a panel member on interviews for the Division.

  • Represents the Bureau Chief or Chief of Staff at meetings, conferences, retreats, and other forums within the agency regarding personnel transactions.

  • Performs other duties as assigned and/or required, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration. 

  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization. 

Preferred Qualifications

  • Three (3) years of professional experience working within the field of human resources as it relates to personnel transactions, labor relations and collective bargaining agreements, and policies, procedures, and practices for a public or private organization. 

  • Three (3) years of professional experience handling sensitive personnel transactions, communicating effectively (written and oral) to identify and resolve human resources / labor relations issues, and adopting efficient and effective course(s) of action.  

  • Three (3) years of professional experience analyzing and interpreting complex human resource / labor relations data and reviewing corresponding statistical and/or written reports for completeness and accuracy to generate statistical and/or written reports.

  • Three (3) years of professional experience in conducting performance management and continuous quality improvement activities for a public or private business organization to analyze and evaluate efficiency and effectiveness, generating corresponding tracking systems, statistical and/or written reports, and quality assurance checks and corresponding recommendations. 

  • Two (2) years of professional experience creating and developing cutting-edge professional development and training materials as well as providing and facilitating corresponding training sessions. 

  • Two (2) years of professional supervisory experience assigning work, providing guidance and feedback to subordinates, training and developing staff, recommending discipline, and preparing and signing performance evaluations. 

  • One (1) year of professional experience with internal audit inquiries.

Conditions of Employment

  • Requires the ability to travel (extensively) with overnight stays.
