ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation. 

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Essential Functions

Under direct supervision of the Pipeline Safety Supervisor, completes Pipeline and Hazardous Materials Safety Administration (“PHMSA”) Training and Qualification (“T&Q”) courses and learns to conduct comprehensive inspections and record audits of natural gas systems to assure compliance with the Minimum Federal Safety Standards as contained in CFR 49, Part 192; and all safety rules and regulations adopted by the Commission.

1.Conducts joint comprehensive on-site record audits of natural gas pipeline systems for compliance with CFR 49, Part 192 and the Illinois Pipeline Safety Act. Verbally communicates and documents all findings of apparent violations to gas system operators.
2.Prepares and enters into the Pipeline database detailed written reports of all field activities, including documentation of any apparent violations found.

3.Completes all required courses offered by T&Q, as they become available, attaining a minimum score of 70% on course certificates.
4.Assists with planning and scheduling assigned inspection activities of all natural gas systems.
5.Assists with the investigation of incidents as defined by CFR Title 49, Part 191.3.
6.Participates in and conducts training programs for natural gas system operators.
7.Provides expert witness testimony on gas pipeline safety issues and enforcement issues.
8.Performs other duties or special projects or research, as required or assigned, which is reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to a bachelor’s degree from an accredited college, preferably in engineering or similar field; or the following experience may be substituted for a bachelor’s degree: five (5) years of natural gas operations experience or completion of the six (5) basic PHSMA T&Q classes identified below may be substituted for degree requirements. Position requires superior oral and written English communication skills, and extensive knowledge of the personal computer and its related software programs and applications. Prefer more than ten years of natural gas operations experience. In order to advance to the targeted title, Pipeline Safety Trainees are required to achieve a score of at least 70% on each part of a test administered by the Pipeline Safety Supervisor which tests general pipeline safety knowledge and how well the candidate conducts and finds issues in a mock audit.

•PL1255 – Gas Pressure Regulation & Overpressure Protection Course

•PL1310 – Plastic and Composite Material Course

•PL3242 – Welding and Welding Inspection of Pipeline Materials Course

•PL3293 – Corrosion Control of Pipeline Systems

Employment Condition 1

Physical requirements include adequate mobility and stamina to walk, stand, or sit for extended periods of time during site inspections; ability to bend or stoop repeatedly, ability to lift, carry, and operate light equipment (less than 20 pounds) for extended periods of time and while mobile; visual acuity sufficient to review records, perform visual inspections, and distinguish colors; and speech and hearing adequate to communicate detailed information in environments with significant amounts of background noise.

Requires the ability to perform assigned duties while subjected to various weather and environmental conditions.

 

Employment Condition 3

Requires the ability to travel, out of town often overnight, of 60 to 80 percent anticipated.
