Position Overview

The Division of Family & Community Services is seeking to hire a dynamic administrator and independent and critical thinker who is organized, detail-oriented, strategic mindset, and a motivational leader with the ability to communicate vertically and horizontally to oversee the Planning and Evaluation Unit for the Division of Family and Community Services/Department of Human Services.  The Administration will be responsible for planning, directing, coordinating and executing the development, management evaluation activities, and training resources of data and data systems and document preparation and editing formula, competitive and continuing grant applications, final impact reports, annual program reports and RFP’s for community based and administrative services.  The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services.  Through its programs, services, and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois

Job Responsibilities

  1. Serves as the Administrator for the Bureau of Planning and Evaluation.
  2. Serves as full-line supervisor.
  3. Serves as Division liaison to Department of Innovation and Technology (DoIT) and directs monitoring and development of new Division data systems, e.g. Cornerstone, Juvenile Management Information System, Youth Services Information System.
  4. Meets with intra/inter agency staff to negotiate procedures and policies regarding exchange of data on clients receiving Division related services.
  5. Confers with management regarding key findings of program evaluations, explaining their significance and recommending any indicated program restructuring.
  6. Convenes intra/inter agency staff to present findings and implications of Division evaluation activities.
  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in business or public administration. 
  2. Requires four (4) years progressively responsible administrative experience in a public or private organization.

Preferred Qualifications (in priority order)

  1. Four (4) years of professional experience analyzing and evaluating data and documenting results in specified report formats.
  2. Four (4) years of professional experience in grant writing and grants management.
  3. Four (4) years of professional experience utilizing principles of accounting and laws, rules and regulations relating to systems and procedures particularly federal regulations regarding grants administration.
  4. Four (4) years of professional experience developing and administering annual grants and budget for a public or private organization’s program.
  5. Four (4) years of professional experience ensuring detailed and critical analysis of work performed is consistent with Grants Accountability and Transparency Act (GATA) and 2 Code of Federal Regulations (CFR) 200, 89 Illinois Administrative Code, Section 509.70, and Uniform Grant Agreements.
  6. Three (3) years of professional experience communicating clearly and effectively, orally and in writing, with small and large stakeholder audiences to ensure detailed and critical analysis of work performed.
  7. Three (3) years of professional experience working with Comptroller policies and procedures, Federal and State statutes, administrative rules, and regulations relative to federal grants and programs.
  8. Two (2) year of professional experience conducting research and special projects or assignments relative to federal grants for a public or private business organization.
  9. Two (2) years of professional experience developing, recommending, and implementing policies and procedures pertaining to grant administration programming, program development, and/or administration.
  10. Two (2) years of professional experience managing multiple projects or tasks at once with accuracy and attention to detail, mitigating challenges or delays as they arise, communicating effectively and accurately about challenges, and meeting project deadlines.

Conditions of Employment

  1. Requires ability to travel extensively with overnight stay.
  2. Requires advanced proficiency in Microsoft Office Suite.
