Essential Functions
- Under administrative direction, serves as the Tax Application Architect providing highly complex professional and advisory functions for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (IDOR) Systems Development and Support Division (SysDev).
- Designs, plans, and implements integration solution architecture across sections within the Department of Innovation and Technology and Illinois Department of Revenue.
- Serves as a project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
- Serves as the Azure DevOps Administrator for DoIT/IDOR, developing policies and procedures for creation of, modifications to, and maintenance of DevOps projects.
- Keeps abreast of new developments in the Information Technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
- Requires five (5) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
- Requires five (5) years of professional mentoring, training, and guiding junior development staff, including the planning, execution, and oversight of application development projects.
- Requires five (5) years of professional experience designing, developing, and deploying integration solutions using low-code/ no-code cloud platforms (MS Dynamics, etc.) and enterprise-wide middleware integration tools such AWS, Azure, and Google Cloud.
- Requires five (5) years of professional experience designing and developing backend systems using relational databases and analytics platforms, including middleware technologies, Microsoft Dataverse, or Microsoft Power Platform.
- Requires five (5) years of professional experience managing and delivering complex IT projects, including cross-functional coordination, technical leadership, and stakeholder communication.
Preferred Qualfications
- Five (5) years of professional mentoring, training, and guiding junior development staff, including the planning, execution, and oversight of application development projects.
- Five (5) years of professional experience designing, developing, and deploying integration solutions using low-code/ no-code cloud platforms (MS Dynamics, etc.) and enterprise-wide middleware integration tools such AWS, Azure, and Google Cloud.

- Five (5) years of professional experience designing, implementing, and maintaining RESTful and SOAP-based APIs for system integration and data exchange across platforms.
- Five (5) years of professional experience executing Extract, Transform, Load (ETL) operations, performing complex data mapping and transformation, and ensuring data consistency and integrity across disparate systems.
- Thorough knowledge of enterprise applications development, including proficiency in MS SQL, DB2 database systems, and web technologies such as Adobe Experience Manager (AEM) and SharePoint Online
- Ability to analyze and interpret complex data, evaluate technical and operational challenges, and recommend strategic solutions.
- Developed verbal and written communication skills with the ability to convey technical concepts clearly to both technical and non-technical audiences.

Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
