Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to manage projects and the policy aspects of the Health Data and Policy division. Designs and implements the planning, analysis, and coordination of health programs and designs, evaluates, develops, recommends and implements health policy focusing on statewide and especially rural areas. Functions as a team leader of multi-disciplinary, intradepartmental teams dealing with a wide variety of health and health care problems statewide, including but not limited to, health care services for low-income persons, health care for the elderly, health protection, bioethical issues, infant mortality and morbidity, health care cost containment, and increasing access to primary care.  Designs complex and specialized research and analytical work relating to health issues and the economy of the State of Illinois and sub-state areas.  Provides coordination and management of grant projects for the Division including, but not limited to, the CDC Public Health Infrastructure Grant. Serves as working supervisor.

Essential Functions

  • Using independent judgment, conceptualizes, designs and implements health policy projects on issues related to, but not limited to, coordinating access to primary care, health care cost containment through the promotion of health prevention.
  • Provides technical direction and support to Health Data and Policy Division staff in the collection, organization, retrieval and analysis of information in support of health policy projects.
  • Provides coordination and management of grant projects Oversees activities of grant programs and measures progress toward programmatic objectives for grantees.
  • Serves as working supervisor.
  • Serves as Project Manager.
  • Prepares draft legislation of amendments to existing statutes and analyze proposed legislation.
  • Performs functions of Procurement Assistant.
  • Represents the Division of Health Data and Policy by participating in or leading intradepartmental work groups designed to identify, research and resolve policy issues overlapping department jurisdictions.
  • Remains current with developing issues in health policy, health care costs, and public health services.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in health planning, health administration, public health policy, health economics or a closely related field.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in research and program planning, community organization, or social work.

 

Preferred Qualifications

  • Master’s degree in economics, health planning, health administration, public policy, health economics, or a closely related field.
  • Three (3) years’ experience designing and implementing health policy projects.
  • Three (3) years’ experience presenting comprehensive written reports on findings and recommendations resulting from research studies and analyses.
  • Three (3) years’ experience providing technical direction and support to staff in the collection, organization and analysis of information for health policy projects.
  • Three (3) years of experience coordinating grant projects.
  • Two (2) years’ experience as a supervisor.
